Online Platform Launches for Cultural Artists Support Project 'One-Stop Application to Settlement'
Seoul Foundation for Arts and Culture Establishes Seoul Culture and Arts Support System (SCAS) Optimized for Culture, Arts, and Seoul
Pilot Open from 10 AM on the 22nd, Applied from 'Arts Infrastructure Support Project' on the 8th of Next Month
[Asia Economy Reporter Lim Cheol-young] The Seoul Foundation for Arts and Culture announced that it has completed the establishment of a dedicated online platform specialized for Seoul’s cultural and artistic community, the Seoul Culture and Arts Support System (SCAS), and will begin operation from 10 a.m. on the 22nd.
This system is a new platform optimized for ‘culture and arts’ and ‘Seoul.’ It allows users to view all of Seoul City’s art support projects, which are carried out annually with a budget of about 13 billion KRW, at a glance and to handle everything from application to subsidy disbursement, settlement, and performance reporting in a one-stop process.
The city incorporated the voices of artists who actually receive support to address the limitations of the existing system. The subsidy usage details, which were previously written manually, are now automatically linked in the system for easier settlement. It is also the first in the nation to enable settlement through a mobile app. Related documents such as selection confirmation certificates can also be issued online. The extensive menu has been simplified, and only necessary functions can be set according to the characteristics of each project.
Seoul City will first apply this system to the second regular public offering, the ‘Art Foundation Support Project,’ which begins accepting applications from March 8. To allow artists in the field to test the system before the application period, it will be open from 10 a.m. on the 22nd. The advantages of SCAS include: ? automatic subsidy settlement function linked with banks and automatic withholding tax calculation ? online issuance of support application selection confirmation certificates ? popular and intuitive screen design reflecting user requirements ? menu reorganization by selecting frequently used functions ? management by selecting only part of the entire support process ? online evaluation and individual review record keeping tailored for the non-face-to-face era.
Going forward, SCAS plans to develop and expand a new ‘online platform’ that can share various information such as community, personal information, archives, venue rental, and ticketing. The second public offering application period is from the 8th to 6 p.m. on the 19th and can be done through the Seoul Culture and Arts Support System. Kim Jong-hwi, CEO of the Seoul Foundation for Arts and Culture, said, “Compared to the increasingly multifaceted support projects that enable artists to continue their creative activities, the subsidy disbursement system was uniform and had limitations,” and added, “We hope it will become a system convenient for both artists and administrators by incorporating the voices of artists in the field.”
