Farmers in the Andong area who primarily cultivate hemp for fiber must obtain prior permission. According to the 'Narcotics Control Act,' hemp cultivators for fiber are required to dispose of the leaves by incineration, burial, or other methods that prevent leakage. Additionally, smoking or ingesting the husks of hemp seeds is prohibited.
When disposing of the husks of hemp seeds, they must also be treated by incineration, burial, or similar methods. They cannot be supplied as animal feed, and violations will result in severe penalties.

An official from the Andong City Health Center stated, "With the recent increase in hemp cultivation area and the rise in food manufacturing and processing businesses, a large amount of hemp leaves and hemp seed husks are expected to be generated," adding, "We will do our best in supervision and crackdowns to eradicate misuse and abuse of hemp and ensure proper management."
