Administrative Measures Including Claims for Damages in Case of COVID-19 Transmission
[Asia Economy Reporter La Young-chul] Goyang City in Gyeonggi Province is strengthening focused inspections on the implementation of administrative orders mandating Safe Call visitor management for large-scale stores, following the extension of special measures to strengthen quarantine during the year-end and New Year period amid the spread of COVID-19 in the local community.
According to the city on the 4th, since September last year, it has been operating the Safe Call visitor management system, the first of its kind nationwide, assigning Safe Call numbers to about 18,000 locations including traditional markets, public institutions, large-scale stores, general restaurants, and indoor sports facilities.
This year, as a preventive measure against COVID-19 community infection, proactive COVID-19 testing will be conducted for workers at 186 locations including large-scale stores and traditional markets.
The city has notified the managers of these facilities so that workers at large-scale stores and traditional markets can receive COVID-19 tests at temporary screening clinics even if they show no symptoms. Starting in January, tests will be conducted sequentially at temporary screening clinics set up at Hwajeong Station Plaza, Jeongbalsan Station, and Ilsan Station.
With the social distancing level and special quarantine measures for the year-end and New Year period extended for two weeks until the 17th, large-scale stores, which are multi-use facilities frequented by many users, have been designated as special management targets.
Through this, the city plans to implement a Safe Call responsible public officer system to encourage systematic and continuous visitor management until the end of COVID-19.
Furthermore, although managers of large-scale stores are required to voluntarily operate visitor management via Safe Call or QR codes, if cases of COVID-19 transmission occur due to poor management or negligence, strong administrative measures such as administrative actions and claims for compensation will be taken against the respective stores.

Previously, as a measure to strengthen social distancing for large-scale stores, the city proposed to the Central Disaster and Safety Countermeasures Headquarters and the Gyeonggi Disaster and Safety Countermeasures Headquarters an administrative order limiting the number of visitors to one person per 3.3㎡ inside the store and one person per 1 meter spacing in waiting lines outside the store.
