Haenam-gun to Provide Disaster Basic Income of 100,000 Won to All 68,966 Residents
Early January Next Year, Distributed via Haenam Sarang Gift Certificates to Circulate Local Economy
[Asia Economy Honam Reporting Headquarters Reporter Kim Hyun] Haenam County, Jeollanam-do announced on the 29th that it will provide disaster basic income of 100,000 won to all residents.
The county decided to provide the disaster basic income in the form of Haenam Love Gift Certificates to overcome the economic crisis caused by the spread of COVID-19 and has begun preparation procedures.
The payment date is scheduled for January next year. Considering the nationwide spread of COVID-19, prior consultations with the Haenam County Council have been completed to enable payment as early as possible, and efforts are being made to secure the budget through supplementary budgets without any setbacks.
The entire amount will be funded by the county, and especially to promote the virtuous cycle of funds within the region, the payment will be made entirely in Haenam Love Gift Certificates.
The disaster basic income recipients are those registered as residents in Haenam County as of November 30, 2020. According to the criteria date, there are a total of 35,241 households and 68,966 people. Accordingly, the total payment amount is estimated to reach approximately 6.9 billion won.
In September, Haenam County enacted the Haenam County Disaster Basic Income Payment Ordinance, establishing the legal basis for payment to ensure social basic rights by promoting residents' livelihood stability and revitalizing the local economy in the event of a disaster, enabling the overcoming of disasters.
Meanwhile, to overcome COVID-19, Haenam County was the first in Jeollanam-do this year to provide management stabilization funds to small business owners and others, paying 1 million won per business location to all business operators, totaling approximately 6.3 billion won.

County Governor Myeong Hyun-gwan stated, “Due to the nationwide resurgence of COVID-19, social distancing and other inconveniences for residents have increased, and economic damage to the local economy is expected during the peak year-end and New Year season, leading to the decision to support disaster basic income. We plan to closely consult with the county council to ensure early payment is completed, hoping it will help restore the livelihood economy of residents welcoming the new year.”
