Gwangju Seo-gu Achieves Highest Grade for Three Consecutive Years in Ministry of the Interior and Safety's Nationwide 'Local Government Innovation Evaluation'
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Seo-gu, Gwangju Metropolitan City (Mayor Seo Daeseok) received the highest (excellent) rating for three consecutive years in the 2020 Local Government Innovation Evaluation hosted by the Ministry of the Interior and Safety.
According to Seo-gu on the 28th, Seo-gu scored 82.57 points in this evaluation, a significant increase of 7.58 points compared to the previous year, which is 17.07 points higher than the national average of 65.50 points.
In particular, in the key government innovation indicator related to presenting the vision and direction of government innovation, the innovation leadership indicator of the head of the institution received 7.60 points, far exceeding the national local government average of 4.90 points.
Additionally, Seo-gu achieved excellent scores overall, including ▲Social value indicators such as resolving blind spots in public services and protecting socially vulnerable groups with 6.11 points (national average 4.40 points) ▲Active administration promotion indicator, a reliability indicator of administration, with 9.00 points (national average 6.30 points) ▲Resident perception indicator due to government innovation publicity and dissemination with 4.80 points (national average 2.60 points) ▲Employment obligation fulfillment indicator for disabled workers with a perfect score of 4.00 points (national average 3.50 points).
The local government innovation evaluation, conducted on 243 local governments nationwide (17 metropolitan and 226 basic), is based on 12 (24 detailed) indicators across five areas: autonomous innovation, inclusive administration, participation and cooperation, trusted government, and innovation diffusion and public perception.
Expert-centered innovation evaluation teams and citizen evaluation teams assess the innovation performance of local government administration overall based on each indicator.
The evaluation results are classified into three grades: excellent, average, and insufficient, based on comprehensive innovation performance by indicator. Financial incentives such as special grants and awards are provided to local governments with excellent ratings.
