Songpa-gu Proposal Expands 'Road' Definition Indoors in Road Name Address Act Amendment...Accurate Indoor Navigation for Large Buildings, Nationwide Implementation Next Year
[Asia Economy Reporter Jong-il Park] Songpa-gu (Mayor Park Seong-su) announced that the advanced address system (hereinafter referred to as the three-dimensional address) introduced on a trial basis in the underground space of Jamsil Station is on the verge of nationwide expansion.
Recently, large-scale three-dimensional complex facilities where shopping, movie watching, and dining can be done in one place have been increasing. However, many of these facilities have different ways of indicating directions, and the lack of an indoor address system often causes visitors to have difficulty finding their destinations.
In particular, Jamsil Station, a representative three-dimensional complex facility in Korea, experienced various inconveniences due to the absence of an indoor address system. Although Jamsil Station has road name addresses such as ‘Olympic-ro Underground 265, Underground 305’ distinguishing the spaces of Line 2 and Line 8, many stores located along the underground transfer passage do not have legal addresses.
Instead of detailed addresses, commercial management numbers were used as arbitrary addresses, which caused many restrictions in receiving mail and promoting via the internet.
Accordingly, the district proposed a plan to the Ministry of the Interior and Safety to expand the road name address system indoors targeting the underground space of Jamsil Station and secured 223 million KRW in national funding. Using this, a six-month pilot project titled ‘Introduction and Utilization/Activation of Jamsil Station Three-Dimensional Address’ has been conducted since June.
The project area covers approximately 44,761㎡ including Jamsil Station, underground shopping malls and facilities, and the BRT area.
As a representative project, the district assigned road names to the underground passage of Jamsil Station and gave road name addresses to indoor stores using basic numbers designated at 20-meter intervals along the passage centerline.
For example, a store using management number ‘814-102’ in the underground space of Jamsil Station is assigned a legal address (road name address) such as ‘110 Jamsil Station Central Passage, Songpa-gu, Seoul Special City’.
The district also assigned ‘object addresses’ to objects closely related to daily life and prioritized for public safety, such as emergency phones, automated external defibrillators, and fire hydrants. They plan to expand the distribution of address information so that locations can be searched on the internet and other platforms.
The concept of the indoor three-dimensional address introduced by the district is expected to be expanded nationwide from next year as it has been reflected in the recently promulgated ‘Road Name Address Act Full Amendment (2020.12.08.)’
The existing law did not define roads eligible for road name assignment, but the amendment newly added an expansion of the road scope in Article 2, Clause 1.
Accordingly, in addition to roads under the ‘Road Act,’ separate road names can be assigned to bicycle paths, farm roads, indoor passageways of buildings, elevated and underground roads, etc.
Furthermore, on December 17, the district was designated for the 2021 Ministry of the Interior and Safety Road Name Address Advancement Pilot Project and secured 240 million KRW in national funding, laying the foundation for the second linked project targeting Jamsil Station. Utilizing the three-dimensional address data of Jamsil Station built this year, they plan to propose new possibilities for the use of ‘addresses’ in online spaces, such as developing indoor navigation utilization models.

Park Seong-su, Mayor of Songpa-gu, said, “Through the Jamsil Station pilot project, the first nationwide standards for assigning three-dimensional addresses to indoor spaces have been established,” and added, “We hope it will be rapidly expanded nationwide to provide various mobility conveniences tailored to local conditions for residents and further greatly help the economic activities of small business owners.”
