In particular, as the controversy over Byeon’s past offensive remarks has spread widely, even labor groups are opposing him, raising expectations that passing the confirmation hearing will not be smooth.
According to political circles and industry sources on the 21st, the confirmation hearing is expected to focus intense scrutiny on the land leasehold housing system, which is considered a core part of Byeon’s supply expansion policy. The government and ruling party have already made the revival of the system a fait accompli by passing an amendment to the Housing Act on the 9th, which includes the 'mandatory repurchase' condition that Byeon has insisted on as a prerequisite for introducing land leasehold housing.
However, land leasehold housing means that the land is owned by public entities such as LH, and only the rights to the building are transferred, so it is not a sale housing but effectively a '30-year semi-lease.' There is no capital gain, and tenants must pay monthly land lease fees. An industry insider pointed out, "Byeon’s housing policy direction remains stuck in public omnipotence. While he is progressive about supply expansion, he denies the role of the private sector, which is problematic."
Criticism has also been raised that Byeon’s market perception, revealed during an unusual online press briefing held on the 18th as a nominee, is overly optimistic. He simply compared Paris, which is mostly flat, with Seoul, where one-third of the area is mountainous, and stated, "There is plenty of land to supply housing in downtown Seoul." The industry is concerned that his plan for high-density development near subway stations will only produce 'chicken coop housing,' citing the example of youth housing at Samgakji Station with a floor area ratio of 962%.
There are also claims that the real hurdle Byeon must overcome in this hearing is the controversy over his past offensive remarks and favoritism allegations during his tenure as president of the Seoul Housing and Communities Corporation (SH Corporation).
During discussions on the 'share house' policy, he was criticized for belittling residents by saying, "Poor people cook at home; who would be crazy enough to buy food?" Additionally, it was revealed late that during a meeting on the 'Guui Station screen door fatal accident,' he said, "It was a death caused by something really trivial, and this shook the entire city government," sparking controversy. Byeon has also been embroiled in allegations of pushing solar power projects favored by pro-government figures and preferential hiring of alumni and acquaintances.
As the controversy intensified, Byeon officially apologized through the Ministry of Land, Infrastructure and Transport’s explanatory materials, but the opposition People Power Party plans to launch a full-scale campaign to block his appointment. On the 20th, People Power Party spokesperson Joon-young Bae said in a statement, "The whole country is in turmoil because of the nominee for Minister of Land, Infrastructure and Transport," emphasizing, "The indifference and coldness toward those in difficult circumstances is chilling. The answer is not an 'apology' but 'resignation.'"

If Byeon fails to pass the confirmation hearing, it will be the second case of a Minister of Land, Infrastructure and Transport nominee falling through under the current government. Previously, in March last year, nominee Choi Jung-ho (current director of the National Aviation Museum) voluntarily withdrew after criticism for being a multi-homeowner, engaging in 'tricky gifting' of an apartment in Bundang, and gap speculation on an apartment in Jamsil, which contradicted government policy directions.
