On the 16th, a post with this content was uploaded on Facebook, a social networking service (SNS). The post aimed to inform people to check and be cautious by sharing the personal information of child sex offender Joo Doo-soon (68). The person who posted it copied the information directly from the 'Sex Offender Alert e' website, which discloses the personal information of sex offenders. Some also posted photos of his face along with the personal information. A similar situation occurred in a KakaoTalk group chat. When one participant posted Joo's personal information, harsh insults erupted among them. When someone warned that this could lead to criminal charges, the poster deleted the conversation, saying "I didn't know."
The anger toward Joo, who was released on the 12th, is not only expressed by people visiting his home but also continues online. Especially, cases of spreading Joo's personal information from the Sex Offender Alert e site through KakaoTalk rooms or SNS are increasing.
However, not only causing disturbances or trespassing at Joo's home but also spreading his disclosed personal information is clearly subject to criminal punishment. Under the current Act on the Protection of Children and Juveniles from Sexual Offenses, it is prohibited to disclose the personal information of sex offenders posted on the Sex Offender Alert e site through information and communication networks. Violating this can result in imprisonment for up to five years or a fine of up to 50 million won. In other words, one could become a criminal record holder by unknowingly spreading personal information out of a sense of justice. Posting photos taken of the personal information, directly posting the information, or informing acquaintances via messages are all illegal acts, but many people unknowingly share it.
There have been many cases of actual punishment. In 2016, two people in their 30s who posted the personal information of singer Ko Young-wook, who was sentenced to prison for sexually assaulting a minor and was released after serving his sentence, were fined. There was also a case where someone was fined for capturing the information and sending it to acquaintances.
Meanwhile, after Joo Doo-soon's release, YouTubers and BJs have caused disturbances around his residence, causing distress to local residents. Although the police have controlled the area and the number of outsiders has significantly decreased compared to before, some still occasionally appear nearby to broadcast. The police have received over 100 complaints related to this and have booked eight people on charges including obstruction of official duties. Ansan City has requested YouTube to delete videos related to Joo Doo-soon's residence and to stop live broadcasts. Similar requests will be made to other internet broadcasting platforms.

The disclosed information includes his residence, front and full-body photos, details of the sex crime, and sentencing results. This information will be publicly available on the Sex Offender Alert e site for the next five years.
