Haenam-gun Achieves 2nd Grade in Integrity Evaluation for 3 Consecutive Years
Highest Integrity Score in Jeonnam Province, Top Grade in Internal Integrity
'Integrity' Established as the Representative Brand of County Administration Since the 7th Elected Term
[Asia Economy Honam Reporting Headquarters Reporter Kim Hyun] Haenam County in Jeollanam-do announced on the 10th that it achieved the second grade for three consecutive years, the only one in Jeollanam-do, in the 2020 National Public Institution Integrity Evaluation conducted by the Anti-Corruption and Civil Rights Commission, and also received the highest comprehensive integrity evaluation score among 22 cities and counties.
In this evaluation, Haenam County received an external integrity score of 8.69 and an internal integrity score of 8.36, resulting in a comprehensive integrity score of 8.60 and a second-grade rating.
The external integrity score was evaluated by civil petitioners who received services from Haenam County, scoring 8.69 across 10 items in the fields of corruption experience and corruption perception. This score significantly exceeds the national average of 7.96 for counties and is 0.16 points higher than the overall local government average of 8.53.
In particular, the internal integrity score, which is asked to public officials, rose to first grade. Haenam County achieved a score of 8.36 in internal integrity, which covers 15 items across five areas including organizational integrity culture, anti-corruption systems, personnel affairs, budget execution, and fairness of work instructions, achieving first grade for the first time.
The first grade corresponds to the top five local governments among 226 cities, counties, and districts nationwide, marking a one-step improvement from the second grade last year.
Haenam County scored a perfect 10 in all five items related to internal public service culture, including experiences of money, entertainment, and convenience provision related to personnel, and fairness in work instructions, proving that integrity has been established within the internal public service culture.
Haenam County has not only achieved the second grade for three consecutive years since 2018 but also continuously improved its detailed scores from 8.10 to 8.53 and then to 8.60, showing a steady enhancement in integrity.
This is interpreted as the result of the policy of openness, fairness, and justice declared with the inauguration of Mayor Myeong Hyun-gwan in the 7th local government term, and the prioritization of "integrity and innovation" within the public service as the top policy task.
As the first task of the 7th local government term, Haenam County has been actively promoting one-stop civil service improvements, monthly civil petitioner satisfaction surveys, operation of the Corruption Reporting Center, sending integrity letters, and implementing one integrity policy per department.
