View original image[Asia Economy Reporter Jongil Park] Seongdong-gu (Mayor Jeong Wono) is promoting the ‘Seongdong-type Green New Deal’ policy, which includes zero-energy certification and solar panel installation for all public buildings, and the distribution of 100% eco-friendly vehicles for public transportation.
The Seongdong-type Green New Deal, with a total budget of 57 billion KRW by 2022, implements 32 eco-friendly policies across six major sectors: buildings, transportation, energy, forest creation, resource circulation, and industrial complexes. The core goal is to proactively reduce greenhouse gas emissions in the three major sources?buildings, transportation, and waste?and achieve carbon neutrality by absorbing greenhouse gases through the creation of the ‘Seongdong-type Urban Forest.’
Regarding buildings, which emit 72% of greenhouse gases, the district is promoting ‘Green Building’ initiatives. The ‘Ai Sarang Complex Cultural Center’ and ‘Ttukseom Retention Basin Complex Cultural Center’ currently under construction in Geumho-dong 1-ga will be built as zero-energy buildings, and zero-energy certification will be mandatory for all future public building constructions.
A zero-energy building is one where the energy consumed within the building equals the energy produced, resulting in zero energy loss to the outside.
Additionally, 103 aging public buildings will be remodeled annually to zero-energy building (ZEB) standards through matched national and city funding, improving energy performance by more than 30%.
In the transportation sector, the goal is to ban the new registration of internal combustion engine vehicles using fossil fuels such as gasoline or diesel after 2035 and to phase out internal combustion engine vehicles by 2050. Public institution vehicle replacements and new purchases will be 100% eco-friendly vehicles, and the private sector will promote eco-friendly vehicle distribution through purchase subsidies and incentives. Currently, the district boasts the highest supply rate among Seoul’s autonomous districts by installing 342 public electric vehicle chargers in public parking lots to expand infrastructure for full electric vehicle adoption.
In the energy sector, solar panels will be installed on all public buildings by 2050, and the subsidy targets for solar panels on private buildings will be expanded. Energy self-sufficient solar panel distribution projects will be carried out in connection with urban regeneration projects in urban regeneration areas, and the introduction of other renewable energy sources such as fuel cells and geothermal energy will be actively encouraged and promoted.
Efforts to absorb greenhouse gases through forest creation will also be accelerated. The district will create the ‘Seongdong-type Green Urban Forest’ by promoting afforestation projects in forests and riverbanks such as Daehyeonsan and Jungnangcheon, and by utilizing rooftop and wall surfaces for three-dimensional greening of facilities.
Additionally, new recyclable resources will be discovered, such as dedicated ice pack collection boxes and IoT smart paper pack collection boxes, to minimize direct landfill disposal. Mobile recycling stations will be installed in densely populated residential areas to simultaneously reduce household waste and promote resource circulation.
For eco-friendly industrial complexes, the district supports the installation costs of fine dust reduction devices in small-scale workplaces and guides efficient operation and management of environmental pollution prevention facilities through IoT monitoring and expert customized technical support, aiming to create eco-friendly industrial complexes.

Jeong Wono, Mayor of Seongdong-gu, stated, “We aim to realize Eco Seongdong, which simultaneously responds to the climate and economic crises and achieves sustainable development where people and the environment coexist.” He added, “We will take the lead in responding to the climate crisis by proactively implementing the Seongdong-type Green New Deal policy from the local government level.”
