Yeongdeungpo-gu Activates Special Traffic Measures for 2021 CSAT
Special Traffic Measures for 2021 College Scholastic Ability Test... Focus on Safe and Swift Transportation Support... Illegal Parking Crackdown and Traffic Control Around 8 Test Sites Including Gwanak High, Yeouido High, Yeongdeungpo Girls' High
[Asia Economy Reporter Park Jong-il] Yeongdeungpo-gu (District Mayor Chae Hyun-il) will implement a "special transportation plan" on the 3rd for local test-takers taking the "2021 College Scholastic Ability Test (CSAT)."
This year, Yeongdeungpo-gu has a total of eight schools serving as test sites: six general test sites including Yeongdeungpo Girls' High School and Yeouido High School, one separate test site (Seonyu High School) for COVID-19 quarantined and confirmed test-takers, and one special test site (Yeouido Middle School) for test-takers with mild visual or motor disabilities. A total of 3,058 test-takers will take the exam at these locations.
With large-scale movement expected amid the COVID-19 situation, the district will operate a transportation task force for the CSAT and manage traffic and transportation support around the test sites.
First, on December 2, the day before the exam, notices requesting cooperation for parking restrictions around the test sites were posted at local community centers and village buses. Announcements for disembarking when passing test sites and guidance for visitors were also conducted to prevent traffic congestion in advance.
On the exam day, December 3, six teams of two inspectors each will conduct intensive crackdowns on illegal parking and stopping within 200 meters of each test site.
Additionally, from 6 a.m. to 9 a.m., a transportation task force situation room will be operated to oversee the CSAT transportation measures. They will maintain close communication with related organizations such as the Seoul Metropolitan Government to monitor traffic conditions around test sites and respond to any unusual situations.
On-site support by the transportation task force will also be provided. This includes guidance and enforcement against illegal parking and stopping near test sites, smooth entry guidance and transportation support for test-takers' vehicles, implementation of noise prevention measures around test sites, and traffic management efforts.
Furthermore, the district will provide free transportation vehicle support so that test-takers, who have prepared earnestly for a long time, can arrive at the test sites without traffic congestion on exam day.
At designated guidance points in each neighborhood, a total of 34 administrative and volunteer vehicles along with 134 support personnel will assist in the safe and prompt transportation of test-takers.
Major guidance points include ▲Yeongdeungpo Station East Plaza ▲Daerim Station ▲Yangpyeong Station ▲Sinpung Station, totaling 18 locations.

Also, the Yeongdeungpo Branch of the Seoul Automobile Specialized Maintenance Business Association will provide five volunteer vehicles. These maintenance association volunteer vehicles will be stationed at the Munrae Station intersection, where heavy vehicle traffic and a large number of test-takers are expected, to assist in transporting test-takers from 7 a.m. to 8 a.m. on exam day.
The transportation support vehicles operating this year will be equipped with hand sanitizers and extra masks to prevent the spread of COVID-19. Boarding will be allowed only after normal temperature checks, and passenger lists will be recorded to strictly comply with quarantine guidelines.
Finally, transportation support measures have been prepared for test-takers under self-quarantine. Self-quarantined test-takers are required to travel by private vehicle, and emergency transport vehicles cannot be used. However, if private vehicle travel is impossible due to unavoidable reasons, transportation support will be provided using ambulances, quarantine taxis, or official vehicles accompanied by a dedicated public official.
Moreover, the general and dedicated public officials will monitor the movements of self-quarantined test-takers in real time through a Geographic Information System (GIS) dashboard to prevent contact and prepare for emergencies.
A district official urged, "From 6 a.m. to 8 a.m. on exam day, village buses passing the test sites will be dispatched intensively, and the Seoul Metropolitan Government will also support by increasing subway services by 28 trips and lifting taxi restrictions. We ask residents to actively use public transportation."

Yeongdeungpo District Mayor Chae Hyun-il stated, "Considering the serious situation with the ongoing spread of COVID-19, this year's CSAT transportation measures focus on strengthening quarantine measures to protect the lives and safety of test-takers and residents. We will do our best to carry out quarantine activities and transportation measures to ensure a safe exam."
