Busan City announced on the 30th that, citing the severity of the local COVID-19 situation, it will implement strong measures equivalent to social distancing level 3 from midnight on December 1 until December 3.
Byun Sung-wan, Acting Mayor of Busan, urgently appealed at 11:30 a.m. on the 30th at Busan City Hall, saying, "The number of people in self-quarantine in Busan has exceeded 4,000, and confirmed cases are increasing so rapidly that even epidemiological investigations are difficult, resulting in an unprecedented shortage of hospital beds."
Busan City stated, "Although the official response policy of the local government is level 2, Busan has decided to significantly strengthen its response to level 3 through additional measures."
They intend to mobilize all administrative power with the determination to block the virus for 72 hours until the college entrance exam day on December 3, by restricting student access to facilities at risk of infection and greatly expanding inspection personnel.
