Jongno-gu Selected as Seoul's Best Real Estate Evaluation Institution
Achieving Results through Objective and Rational Land Price Disclosure System for Fairness, Stable Operation of Development Profit Recovery System... Awarded Encouragement Prize at Ministry of the Interior and Safety's 'Local Government Cooperation and Dispute Resolution Best Practices Competition'
[Asia Economy Reporter Park Jong-il] Jongno-gu (District Mayor Kim Young-jong) was selected as the ‘Best Institution’ in the real estate appraisal category in Seoul’s ‘2020 Land and Spatial Information Management Performance Evaluation’.
This performance evaluation was conducted to comprehensively review all tasks related to land policies, real estate appraisal and management, spatial surveying, and cadastral resurvey carried out by autonomous districts, selecting and sharing excellent cases to improve the quality of administrative services for citizens.
Jongno-gu achieved this great success by promoting an objective and rational land price announcement system to ensure fairness and by stably operating the development profit recovery system, earning recognition as the best institution among Seoul’s 25 autonomous districts.
In addition, the district also won an encouragement award at the ‘2020 Local Government Cooperation and Dispute Resolution Best Practice Contest’ hosted by the Ministry of the Interior and Safety.
This award recognized the contribution of resolving a 60-year-old resident conflict through an active cadastral organization project targeting Ihwa Village, which led to an increase in property value due to smooth exercise of property rights and improvement in residents’ quality of life.
Ihwa Village was developed with national housing in the 1950s as part of poor housing improvement, but about 130 people owned the land in the form of small shared shares.
Also, the cadastral and building statuses did not match, making construction, loans, facility maintenance, and exercise of property rights difficult, and the entire area was aging, making cadastral organization for residential environment improvement urgent.
Accordingly, Jongno-gu, after establishing a maintenance plan in February 2018, actively cooperated with local residents, Seoul City, and related institutions a total of 22 times until November this year to successfully complete the cadastral organization project.

District Mayor Kim Young-jong said, “Land policies and real estate administration directly affect property rights. Therefore, even without legal applications from owners, efforts to identify and support cases where protection and efficient use of residents’ property rights are necessary are required,” adding, “We will continue to strive to provide excellent administrative services that improve residents’ quality of life.”
