Dongjak-gu, Winter Resident Safety Snow Removal Measures 추진
Operation of Snow Removal Task Force until March 15 Next Year... Flexible Operation According to Stepwise Emergency Duty System... Strengthening Snow Removal Capacity through Expansion of 11 Automatic Brine Spraying Devices and Support for Resident Autonomous Snow Removal Activities
[Asia Economy Reporter Park Jong-il] Dongjak-gu (Mayor Lee Chang-woo) is implementing a 'Winter Snow Removal Plan' to create a safe walking and road environment through prompt snow and ice removal.
The Korea Meteorological Administration forecasts that this winter's precipitation will be similar to the average year, but if the cold continental high pressure expands, heavy snowfall may occur due to snow cloud bands formed as warm sea surfaces pass over the West Sea.
The district will flexibly operate the Winter Snow Removal Headquarters, composed of 13 task forces and snow removal headquarters in each neighborhood, under a phased emergency duty system until March 15 next year.
The Snow Removal Headquarters, led by the mayor, will oversee on-site situation management and damage recovery through cooperation with related organizations such as local fire stations and police stations.
The district has organized about 33,000 snow removal personnel, including district office and related agency officials, civil defense forces, and volunteers.
Additionally, the district has completed pre-preparations for snow removal measures by securing 34 snow spreaders (13 large, 21 small), 1,322 tons of calcium chloride and eco-friendly snow removal agents, and placing snow removal agent storage boxes at a total of 226 locations including 186 main and side roads, 32 exclusive lanes, and 8 pedestrian overpasses.
In particular, this year, three new remote-controlled 'automatic brine spraying devices' were installed near Sadang-ro, Dongjak Elementary School, and Sungui Girls' High School, enabling rapid initial snow removal over a total of 11 locations and a 3.6 km section during heavy snowfall. The district also purchased additional large wet brine spreaders, which greatly extend the spraying distance compared to small wet brine spreaders.
Furthermore, the district supports and strengthens residents' voluntary snow removal efforts to enhance snow removal capacity on sidewalks and side roads.
In August, the district enacted the 'Ordinance on Snow and Ice Removal by Building Managers in Dongjak-gu, Seoul,' which stipulates the order of responsibility, timing, scope, and methods of snow and ice removal by building managers to prevent accidents caused by snowfall and minimize damage to life and property.
Each neighborhood community center selects two to three priority vulnerable areas, where local autonomous disaster prevention groups and neighborhood leaders, among nearby residents, carry out responsible snow removal by zone. The 'Private Personnel Snow Removal Task Force' assists the snow removal work of each neighborhood community center.
In addition, free snow removal toolboxes equipped with shovels, snow scrapers, and brooms have been installed at 10 major sidewalks and side roads in eight neighborhoods with dense commercial areas and heavy foot traffic, such as Noryangjin 1-dong and Sadang 1-dong, allowing residents to easily perform snow removal.

Baek Won-gi, Director of Road Management, said, "We will conduct prompt snow removal not only on major roads but also on sidewalks and side roads within the district to protect residents' lives and property and minimize inconvenience," adding, "We hope many residents will participate in clearing snow in front of their homes and stores to create a safe walking environment for all."
