Gwangju City Selects 10 Outstanding Public Officials from 5 Teams for Regulatory Reform
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 17th that it has selected 10 outstanding public officials from 5 teams who actively worked on regulatory reform this year to reward their achievements and motivate further regulatory reform efforts.
The five final outstanding cases are ▲ Improvement of urban planning systems to resolve citizen inconveniences and urban problems ▲ Expansion of support measures for infertile couples under the Gwangju model ▲ Shortening of the required period through integrated environmental impact assessments for private park special projects ▲ System improvement to establish grounds for designating Jangnok Wetland protection area ▲ Regulatory relaxation in Pyeongdong 3rd Industrial Complex to improve the corporate investment environment.
The outstanding case that received the highest score from the judging committee was the ‘Improvement of urban planning systems to resolve citizen inconveniences and urban problems’ promoted by the Urban Planning Division. This case was highly evaluated for actively seeking solutions to issues closely related to citizens’ lives and property rights in a diversifying society.
In particular, this case relaxed restrictions on essential facilities for residents in the specialized scenic district, where construction was previously difficult except for single-family houses, without damaging the landscape, thereby resolving citizen inconveniences and minimizing infringement on private property rights of landowners.
The 10 outstanding public officials from the 5 teams selected as the 2020 Regulatory Reform Outstanding Public Officials will receive benefits in personnel evaluation points, and the top 1st and 2nd teams with excellent results will be awarded the Gwangju Mayor’s Award.

Chae Kyung-gi, Legal Affairs Officer of the city, said, “Regulatory reform is not simply about unilateral deregulation but a continuous process of rationalizing regulations to prevent excessive restrictions on social members’ actions or unnecessary costs.” He added, “We hope that regulatory relaxation through proactive administration will have a positive butterfly effect on the local economy, which is facing a crisis due to the spread of COVID-19.”
