Jeonnam Province Changes Route of Local Road No. 861
Resolution of Gure?Gokseong Long-standing Issues Including Abolition of Gurye Jirisan Road
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Jeonnam Province is promoting a route change for 'Local Road No. 861,' which will resolve the long-standing wishes of Gurye-gun and Gokseong-gun.
According to Jeonnam Province on the 8th, this route change is based on approval from the Ministry of Land, Infrastructure and Transport, and the Jirisan Road in Gurye-gun will be removed from Local Road No. 861. This has been a persistent demand from Gurye-gun since 2007 and has been resolved after 13 years.
Accordingly, the 19.8 km section from Cheoneunsa in Gwangui-myeon, Gurye to the provincial boundary will be abolished, and a new 25.2 km section from National Road No. 19 via Gokseong Godal will be added to Local Road No. 861.
Once officially announced in the Jeonnam Province Gazette on the 12th, the official managing authority of Jirisan Road will become Gurye-gun.
Road signs and road facilities will be collectively maintained by Jeonnam Province and then transferred to Gurye-gun. Additionally, the restoration work for damage caused by the heavy rains in July will continue to be carried out by the Jeonnam Road Management Office.
Gurye-gun will designate the Jirisan Road as a county road (郡道) for management and plans to link it with tourism projects.
In this regard, Jeonbuk Province must take follow-up measures such as assigning its own route number for the 16.8 km Namwon section included in Local Road No. 861.
In particular, of the newly designated 25.2 km section of Local Road No. 861, the 14.2 km stretch from Sandong in Gurye to Godal in Gokseong was transferred to Gurye-gun and Gokseong-gun after a development promotion district project by Jeonnam Province in 2008. Maintenance issues have been continuously raised, and the province designated it as a local road to resolve these problems.
For a local road to be abolished, approval from the Ministry of Land, Infrastructure and Transport must be obtained after consultation with related agencies in the areas the route passes through, according to the Road Act. However, Jeonbuk Province had consistently opposed this.
As a result, Jeonnam Province pursued route change as an alternative to simple abolition, resolving the wishes of both Gurye and Gokseong.

Park Cheolwon, head of the Road Traffic Division of Jeonnam Province, said, “The route change of Local Road No. 861 has resolved the long-standing wishes of Gurye-gun and Gokseong-gun,” adding, “We plan to continue efficiently maintaining road routes and prepare measures for road construction and management.”
