On the 4th (local time), Biden appeared with Vice Presidential candidate Kamala Harris in Wilmington, Delaware, saying, "I am not here to declare victory, but when all the counts are completed, I will secure 270 electoral votes and win."
He also seemed to target President Donald Trump, who threatened to deny the election results through lawsuits, stating, "The people govern.
