As a pre-preparation measure, the province first formed a winter natural disaster collaboration function T/F team consisting of 13 teams, including an emergency recovery team for facility damage, to prepare for natural disasters in each relevant field.
In addition, an emergency duty system by disaster stage was established to ensure rapid situation management and response system in case of disaster occurrence, and pre-measures were established for areas expected to experience traffic disruption due to heavy snow. A close cooperation system was established with road management authorities to prevent traffic accidents caused by road icing.
