Jongno-gu's 'Integrity 3 Actions (行) 3 Prohibitions (禁)' Code of Conduct Fully Implemented

[Asia Economy Reporter Park Jong-il] Jongno-gu (District Mayor Kim Young-jong) will fully implement the 'Integrity 3 Dos and 3 Don'ts Code of Conduct,' which subdivides integrity behavior standards by position and duty, starting this month to enhance employees' awareness of integrity.
The integrity code of conduct, established to prevent corrupt acts by public officials, is based on the 'Jongno-gu Public Officials Code of Conduct' and contains three mandatory actions and three prohibited actions that must be strictly followed.
The '3 Dos (I will do)' consist of mandatory behaviors such as integrity and courteous work handling, fair personnel management, and horizontal communication, while the '3 Don'ts (I will not do)' include prohibited behaviors such as personnel solicitation, bribery and entertainment, misuse of budget for purposes other than intended, and unfair acts.
The code applies to all district office employees. It specifies the content so that employees can practice according to their position and duty, with separate integrity codes for managers (team leaders at grade 6 or above) and staff, as well as codes for those in corruption-prone duties where higher integrity is especially required.
Additionally, to ensure all employees are familiar with the integrity code of conduct, it will be included in work notebooks and distributed. Monthly self-assessments will be conducted to check compliance with integrity, aiming not only to prevent corruption but also to support employees in voluntarily raising their awareness of integrity.
On the 3rd, special training will be held for public officials managing construction sites, supervisors, and site agents to inform them of the Integrity 3 Dos and 3 Don'ts code of conduct that construction management personnel must practice.
This will be continuously used as customized educational material by position and duty.
This year, Jongno-gu is focusing on ▲ intensive management of corruption-prone areas ▲ forming a consensus on integrity ▲ preemptive prevention of corruption to create a clean and transparent public service culture in its leap toward becoming the top integrity district.
For about 340 employees in departments and positions handling corruption-prone duties requiring higher integrity, on-site 'Integrity Education' is being conducted, and a monthly 'Integrity ARS' is operated to monitor employees' courtesy and fairness in work handling.
Programs such as 'Integrity through Books,' where employees read integrity-related books and submit book reports to encourage practicing integrity in daily life, and a 'Continuous Integrity Self-Learning System' are operated to provide opportunities for employees to rethink integrity before starting work by learning about public ethics, the public officials' code of conduct, and the Anti-Graft Act.
Furthermore, a 'Integrity Slogan Contest' reflecting employees' commitment to integrity is held, and a 'Jongno Integrity Song Music Video' has been produced to spread a new culture of integrity that resonates with both residents and employees.
