Improvement and Activation of the Existing Cheongbaek-e System to Strengthen Various Corruption Prevention Activities... Operation of Individual and Departmental Integrity Activity Evaluation System to Promote Autonomous Integrity Culture
[Asia Economy Reporter Park Jong-il] Eunpyeong-gu (Mayor Kim Mi-kyung) is strengthening its autonomous internal control system to prevent corruption and correct administrative errors on its own.
The autonomous internal control system is a series of activities pursuing transparency, efficiency, and integrity in administration, such as the ‘Cheongbaek-e System’ and the ‘Public Official Self-Management System,’ aimed at preventing negligence, errors, fraud, and corruption by self-monitoring.
The Cheongbaek-e System is designed to prevent corruption and administrative errors during work processes through five major local administrative information systems: local taxes, local finance, non-tax revenue, local personnel, and permits and licenses, including preventing omissions in acquisition tax and fines for acquiring national and public land.
Meanwhile, the Public Official Self-Management System quantifies and manages autonomous integrity policy activities of all departments (offices). In April, the existing system was reorganized, and an integrity mileage operation plan was established to encourage voluntary participation and foster a culture of integrity.
Since 2014, the district has been operating the autonomous internal control system and, reflecting its purpose, has considered efficient operation plans using the existing system. To ensure substantial operation, it decided to evaluate the autonomous internal control operation for all departments and reflect the results in the departments’ integrity mileage.
In particular, to improve the low timely processing rate of the Cheongbaek-e System identified in the internal control operation evaluation conducted last September, an alert function was applied by linking it with the administrative portal, which employees frequently access for work processing, allowing immediate processing without separately logging into the Cheongbaek-e System, thereby striving to increase the timely processing rate.
A district official said, “If the autonomous internal control system operates effectively, errors and corruption that may occur during work processes will significantly decrease. We will actively utilize the autonomous internal control system, strengthen preventive audits, and enhance the status of the integrity policy ‘Integrity Hotspot, Eunpyeong-ro 195.’”
