View original image[Asia Economy Reporter Lee Gwanju] Kim Chang-ryong, Commissioner of the National Police Agency, presented the role of the police as a 'problem solver' as the direction the police must take amid the global pandemic of the novel coronavirus disease (COVID-19) in front of police chiefs worldwide.
Commissioner Kim delivered a keynote speech on the topic "A New Approach to Police Activities in the Hyperconnected Era" as a global leadership issues speaker at the 'International Association of Chiefs of Police (IACP) 2020 Online Conference,' held over four days from the 20th to the 23rd. Founded in 1892 in the United States, the IACP is the world's largest non-profit organization related to public safety, with 31,000 members including police commanders and practitioners from 165 countries, law enforcement agencies, and related academic professors. This is the first time a Korean National Police Agency commissioner has given a speech at the IACP conference.
At this event, Commissioner Kim, along with major police commanders worldwide such as Brenda Lucki, Commissioner of the Royal Canadian Mounted Police, Bans Essens, Chief of the Netherlands Police, and Andy Rhodes, Chief Constable of Lancashire Constabulary in the UK, diagnosed leadership issues in policing and proposed solutions. Kim stated, "Police worldwide are facing new public safety challenges with the advent of the new normal era," adding, "The global issue of COVID-19 threatens community safety, and the ultra-complex, hyperconnected, and ultra-fast infrastructure brought by the Fourth Industrial Revolution acts as a catalyst that increases uncertainty in the field and sophisticates crime."
In response to these changes, Commissioner Kim emphasized the need to shift the paradigm of police activities and leadership from 'crime fighter' to 'problem solver.' He referred to this as 'new community policing.' Kim stressed, "The focus of new community policing is undoubtedly prevention," and added, "We must devote more attention and care to protecting socially vulnerable groups, a measure of community safety, and actively respond to changes by integrating innovative technologies into police activities." Furthermore, he proposed cooperative efforts with police forces worldwide, stating, "For global safety and the peace of human society, sharing, solidarity, and cooperation on a global scale must be prerequisites."

Commissioner Kim's speech was met with positive responses. Vince Hawks, Director of Global Policing at the International Association of Chiefs of Police, said, "We appreciate advanced police organizations like the Korean National Police Agency sharing ways to diagnose and solve problems through innovative leadership." The conference also featured an introduction to Korea's COVID-19 response efforts. Kim Yong-jong, Director of the Police Crisis Management Center, presented on the topic "COVID-19 Response and Effectiveness, Police Strategies for Preparing for a Second Wave" during an educational session.
