[Asia Economy Reporter Park Jong-il] Gwangjin-gu (Mayor Kim Seon-gap) is making an all-out effort to prevent COVID-19 by distributing cooperation letters urging compliance with quarantine rules and masks to all 350,000 residents, judging that self-quarantine by residents is important due to the increased risk of infection transmission caused by the downgrade to social distancing level 1 and the increase in outdoor activities and autumn foliage viewing.
The district, aiming to leave no gaps in the K-quarantine system upheld by the entire nation, anticipated a sharp rise in confirmed cases during the Chuseok holiday and autumn foliage season, and delivered a total of about 2 million masks, including 5 dental masks per household and 3 KFAD masks per person, to all residents before and after Chuseok.
◇The Best Vaccine ‘Mask’ - Distributed to All 350,000 Residents
Additionally, on the occasion of the 15th Pregnant Women’s Day (October 10), to support safe childbirth under difficult conditions, 20 masks per person for infection safety will be provided to 1,124 pregnant and postpartum women residing in Gwangjin-gu (based on Gwangjin-gu Public Health Center registration).
Previously, the district understood and supported the difficulties of pregnant and postpartum women during the COVID-19 period by delivering about 20,000 masks to 4,316 people in three rounds from March to now, and plans to provide expert untact education on preparation and management after pregnancy and childbirth in the future.
◇Blocking Personal Information Leakage! 30,000 Handwritten Visitor Logs for Multi-use Facilities Produced and Distributed
Gwangjin-gu newly produced and distributed handwritten visitor logs tailored to local conditions for multi-use facilities in the area, which do not record names and detailed addresses but create separate pages for each group, to prevent personal information leakage.
Although QR code use is generally the principle for visitor log writing to ensure information accuracy and prevent personal information leakage, handwritten logs are also used in parallel for smartphone non-users, elderly people who have difficulty using QR codes, and those who refuse to use electronic visitor logs.
However, due to concerns about personal information leakage when writing handwritten visitor logs, since September 11, only the phone number and city/county/district of the address are recorded, excluding the name.
Accordingly, Gwangjin-gu produced revised visitor logs and delivered them to 2,166 mandatory facilities of 12 types subject to core quarantine rules in the area, as well as 5,204 general and rest restaurants and bakeries under 150㎡.
Also, the handwritten logs are separately stored in places with locking devices and are strictly administratively guided to be shredded or incinerated after 4 weeks.
◇100 Million KRW COVID-19 Quarantine Support Fund for Religious Facilities
The district decided to support quarantine expenses after religious facilities, struggling due to the prolonged COVID-19 pandemic, requested special support for quarantine costs, judging that autonomous quarantine and social distancing are necessary within religious facilities.
The support target is religious facilities active in Gwangjin-gu, and the COVID-19 quarantine support fund of 1 million KRW will be paid in October only to those religious facilities that applied for this special support.
Meanwhile, since early February, Gwangjin-gu has proactively visited each religious facility and requested compliance with quarantine rules through consultations with religious leaders. Accordingly, religious organizations have been implementing temperature checks, hand sanitizing, and mask-wearing from the entrance, the first in the nation.
The district has distributed 290,000 masks in three rounds to build a more thorough quarantine system and has supported disinfection on demand at facilities requesting quarantine support.

Kim Seon-gap, Mayor of Gwangjin-gu, said, “Thanks to the mature civic consciousness of the residents, social distancing has been adjusted to level 1, bringing us one step closer to normal life, but it is still too early to be complacent. Since new confirmed cases continue to occur steadily every day, the best vaccine in the absence of a vaccine is wearing a mask.”
He added, “Now, if we ourselves become the ‘vaccine’ and properly follow the most basic measures such as wearing masks and washing hands, we will be able to overcome this difficulty.”
