Member Shin Min-ho criticized, "Balanced development between the nation and local governments, as well as between the metropolitan area and non-metropolitan areas, is important, but balanced development within Jeonnam is also crucial," adding, "The provincial office is geographically located on one side of Jeonnam, which deepens regional concentration."
Shin stated, "In the case of Gyeongnam Province, after establishing the Western Headquarters in Jinju, they placed 3 bureaus, 3 direct agencies, and 4 business offices, and also reassigned the Western Headquarters chief to the political vice governor, showing a strong will for balanced development within the region."
He continued, "Although Jeonnam has an Eastern Regional Headquarters, considering that the eastern region accounts for 70% of Jeonnam's economy and tourism, the current organizational structure is insufficient," and argued, "In addition to the Environment and Forestry Bureau, more than two bureaus should be placed, and the Eastern Headquarters chief should be elevated to the political vice governor level to expand functions and organization."
In particular, he said, "During the period when COVID-19 spread in the Suncheon area, rapid diagnostic testing was necessary to prevent further spread, but the Eastern Support Office lacked testing equipment and had to request the Health and Environment Research Institute in Namak," and demanded, "Please expand and reorganize the Health and Environment Research Institute Eastern Support Office to actively respond to infectious disease prevention and environmental issues such as odors in the eastern region."
