Consideration of Introducing a 'Conditional Driver's License' System for Drivers Aged 65 and Older
Amendment to the Road Traffic Act to Conduct Periodic Aptitude Tests and Restrict Safety Devices Based on Driving Ability
[Asia Economy Reporter Hyunju Lee] The introduction of a conditional driver's license system for safe driving among elderly drivers aged 65 and over is being considered.
The Ministry of Education held the 17th Social Relations Ministers' Meeting at the Government Sejong Complex on the 14th to discuss this matter.
Through the introduction of the conditional driver's license system, measures are being reviewed to impose safety devices or certain restrictions based on the driving ability of elderly drivers. The conditional driver's license system allows driving under conditions such as prohibition of night and highway driving, speed limits, and installation of advanced safety devices when the elderly driver's ability does not warrant license cancellation. Additionally, support projects will be implemented to encourage elderly drivers to voluntarily surrender their licenses, and the process will be simplified through one-stop services.
Along with this, amendments to the Road Traffic Act are being pursued to allow 'occasional aptitude tests' to be conducted upon request by third parties such as police officers, even if elderly drivers conceal disqualifying medical conditions or if there is no institutional notification. The occasional aptitude test is an examination required for licensed drivers who may pose traffic risks or disabilities due to physical disabilities or mental illnesses that impair safe driving.
Development of an ICT-based elderly driver suitability evaluation system is also being promoted.
Expansion of traffic safety facilities within elderly protection zones and designation of protection zones around traditional markets frequently used by elderly people will also be pursued through amendments to the Road Traffic Act.

In the future, a mobility service called 'Schule' will be provided in collaboration with Hyundai Motor Company, operating routes based on mobility demand. The supply of public taxis will be increased by more than 3%, and low-floor buses to improve mobility convenience for the elderly and other transportation-vulnerable groups will also be expanded.
