Citizen Sovereignty City Suncheon, Full Implementation of Resident Autonomy Committees
Recruitment of Resident Autonomy Committee Members in All 24 Eup, Myeon, and Dong from the 19th to the 30th
[Asia Economy Honam Reporting Headquarters Reporter Lee Hyung-kwon] Suncheon City will expand the resident autonomy councils, which have been operated on a pilot basis, to all 24 eup, myeon, and dong districts starting next year.
The resident autonomy council is a representative body of resident self-governance that discusses local issues with residents and finds and implements solutions independently. Each eup, myeon, and dong district council consists of 20 to 30 members.
Suncheon City plans to complete the formation of resident autonomy councils in all 24 eup, myeon, and dong districts within this year and is recruiting council members.
Anyone aged 16 or older who is a resident of the relevant eup, myeon, or dong district, a representative of a business located in the district, or a member of a school, institution, or organization in the district can become a council member. Applications can be submitted from the 19th to the 30th of this month in the respective districts.
Applicants must complete 6 hours of resident autonomy-related education recognized by Suncheon City. Among those who complete the education, final council members will be selected through a public lottery held in each eup, myeon, and dong district in December.
The city has also established a non-face-to-face application and education system in response to COVID-19. From the 19th, applicants can access the Suncheon City resident autonomy education system via mobile or PC to apply and complete the mandatory education courses.
A Suncheon City official stated, “Successful establishment of the resident autonomy councils is necessary to realize grassroots autonomy,” and added, “We hope various residents who can participate in solving local issues will take an interest in and join the resident autonomy councils.”
Meanwhile, last year, Suncheon City expanded the pilot resident autonomy council areas from 2 to 8 and has promoted various activities to revitalize resident autonomy over the past two years. Led by the resident autonomy councils, practical activities such as village planning, holding resident general meetings, and reviewing eup, myeon, and dong resident participatory budget proposals have been carried out, expanding direct resident participation in solving local problems.
Through the full implementation of resident autonomy councils next year, Suncheon City plans to further strengthen the grassroots resident autonomy system, where residents become the center of the community, directly discover and discuss various local issues, and solve them independently.
