However, some raise concerns about the effectiveness of the fine system following the easing of social distancing levels.
Recently, health authorities relaxed the social distancing level to Level 1 starting from the 12th. On the 11th, Prime Minister Chung Sye-kyun stated in his opening remarks at the Central Disaster and Safety Countermeasures Headquarters meeting on COVID-19, "We will adjust the nationwide social distancing level to Level 1, but intend to maintain strengthened quarantine management for risk factors such as door-to-door sales."
According to the Korea Disease Control and Prevention Agency and others, the revised "Infectious Disease Prevention and Control Act" (Infectious Disease Prevention Act) takes effect today. Under this law, users and workers of public transportation and medical institutions, as well as attendees of gatherings, are required to wear masks. Specifically, public transportation operators and users, organizers, workers, and attendees of gatherings, medical institution workers and users, residents of nursing facilities and their caregivers are subject to fines if they do not wear masks.
The government plans to impose fines on both users and operators who violate the mask-wearing mandate after a one-month grace period.
Application varies for other facilities or locations depending on the social distancing level. Under the currently enforced Level 1 distancing, fines will be imposed for violations of mask-wearing guidelines at 12 "high-risk facilities," including entertainment bars, colatecs, danran bars, emotional bars, hunting pubs, karaoke rooms, indoor standing concert halls, indoor group exercise (intense GX types), door-to-door sales and direct sales promotion centers, large academies (300 or more people), buffets, and distribution logistics centers.
The issue is that due to the easing of social distancing levels, many citizens misunderstand that the mask fine system will not be enforced, and the fact that facilities subject to fines vary by level causes confusion among the public.
Choi Hye-jin (pseudonym, 29), a GX instructor working at a gym in the Seoul metropolitan area, said, "Many people seem to mistakenly think that they don't have to wear masks just because social distancing was eased to Level 1 recently," adding, "I asked members to wear masks, but many asked, 'Since social distancing is Level 1 from today, do we really have to wear masks?'" expressing concern.
University student Park Min-jung (pseudonym, 24) said, "Young people like me who check news daily on smartphones might be fine, but many elderly people seem to misunderstand that they don't have to wear masks," adding, "Today, my grandmother asked me, 'Isn't the fine for not wearing a mask no longer enforced?' so I explained firmly that they must wear masks."
Professor Kim Woo-joo, an infectious disease specialist at Korea University Guro Hospital, pointed out, "It is concerning that the social distancing level was eased to Level 1 even though the situation does not warrant it. Measures such as imposing fines may be excessive and cause inconvenience to the public."

Professor Kim added, "Most of our citizens wear masks properly. Most cases of non-compliance are due to forgetfulness, so positive and hopeful approaches like providing masks or guiding mask-wearing could be considered," and expressed concern, "The government eased social distancing levels to reduce public fatigue, but it seems that the mask fine system is instead increasing the public's fatigue."
