Taeyoungho "Kang Kyung-hwa to Meet Brother of Killed Official... Concrete Action Plan Needed"
[Asia Economy Reporter Lee Ji-eun] Tae Young-ho, a member of the People Power Party, raised his voice saying that Foreign Minister Kang Kyung-hwa has agreed to meet the brother of the public official who was killed in the Yeonpyeong Island shooting incident, emphasizing that "a concrete action plan, not a one-time event, is necessary."
On the 8th, Tae said on Facebook, "Members of the People Power Party repeatedly requested the adoption of witnesses and negotiated with the ruling party, and eventually secured a promise that Minister Kang would personally meet the victim's older brother, Lee Rae-jin."
People Power Party lawmakers demanded that Mr. Lee be adopted as a witness for the National Assembly audit, but when witness adoption became difficult due to opposition from the ruling party, they negotiated a meeting with Minister Kang.
He said, "Minister Kang will soon meet Mr. Lee to discuss international cooperation regarding the shooting incident involving our citizen," adding, "A concrete action plan is needed on how Minister Kang can realize the bereaved family's demands in the international community."
He continued, "This meeting should not be a meaningless one-time event but a meeting where practical and concrete matters for resolving the issue are derived," pointing out, "Regardless of various suspicions related to this incident, the fact that our citizen was shot and killed by North Korean soldiers at sea itself is a significant issue under international law."
Tae said, "All countries are required to rescue and provide assistance to distressed persons found at sea unless there is a significant danger, which is a serious violation of Article 98 of the United Nations (UN) Convention on the Law of the Sea. This is also an important criminal matter that should naturally be raised with the International Maritime Organization (IMO) and the World Health Organization (WHO)," adding, "North Korea has admitted the entire incident, and since the perpetrators, location, and time of the incident have been revealed and the evidence is clear, referral to the International Criminal Court (ICC) is also possible."

He said, "This is naturally a matter directly related to the Ministry of Foreign Affairs, and the victim's family should also clarify the facts that the public wants to know at the Ministry of Foreign Affairs' National Assembly audit and discuss future responses," adding, "Mr. Lee recently met with diplomatic figures such as former UN Secretary-General Ban Ki-moon to receive advice on future measures."
