People Power Party: "One in Four Heads of Public Institutions Are 'Nakhasan'... 52% Under the Ministry of Education"
[Asia Economy Reporter Lee Ji-eun] It has been found that the heads of 337 public institutions and government-affiliated organizations are filled with 'parachute appointments.' In particular, more than half, 52%, of the heads of Ministry of Education-affiliated organizations were suspected cases of code appointments.
The People Power Party Policy Committee announced on the 5th the report titled 'Suspected Cases of Pro-Moon Jae-in Code Appointments in Public Institutions under the Moon Jae-in Government.' This investigation excluded public institutions that did not submit data among the 363 public institutions disclosed on Alio, and only the remaining institutions were examined.
As a result of a full survey of 2,727 executives from 337 public institutions and government-affiliated organizations conducted by the party's policy committee, 466 individuals were identified as suspected code appointments who were either from President Moon Jae-in's campaign team, pro-government civic groups, or directly or indirectly related to the Democratic Party. This accounts for about 17% of all surveyed executives, with 108 of the 466 appointed as heads of institutions.
One out of every four public institutions has a pro-Moon code appointment as its head. In particular, among 25 Ministry of Education-affiliated organizations, more than half, 13 institutions (52%), had heads identified as code appointments. The People Power Party stated, "It has been revealed that the Moon Jae-in government regarded even the education sector, which is a long-term national plan, as a job for 'their people.' President Moon's promise during his presidential campaign to 'eradicate parachute appointments in public institutions' has been rendered meaningless as successive parachute code appointments have caused internal backlash and controversy."
Furthermore, parachute appointments were widely made in financial public institutions and energy and industrial public institutions, where expertise and ethics are required. Among 234 executives in 25 public institutions under the jurisdiction of the Land, Infrastructure and Transport Committee, 78 (33.3%) were parachute appointments; among 220 executives in 40 public institutions under the Political Affairs Committee, 57 (25.9%); among 32 executives in 4 public institutions under the Strategy and Finance Committee, 7 (21.8%); and among 557 executives in 55 public institutions under the Industry, Trade and Energy Committee, 115 (20.6%) were parachute appointments.

Looking at the composition, it was pointed out that former Democratic Party members of the National Assembly and candidates who ran as Democratic Party candidates or preliminary candidates in the 21st general election but lost received preferential treatment as part of a patronage distribution. The People Power Party Policy Committee stated, "Based on the released data, during the upcoming National Assembly audit after Chuseok, we will thoroughly scrutinize the qualifications of Moon government code appointments not only in public institutions but also in institutions, corporations, and associations funded by the government or its affiliated organizations."
