The Anti-Corruption and Civil Rights Commission announced on the 23rd that it will hold the 'Audit Meeting on Improvement of Internal Regulations in Public Institutions' at the Government Sejong Complex.
Attendees include standing auditors from energy, airport and port, and transportation public institutions, auditors from public institutions with excellent internal regulation improvements in the first half of the year, and policy beneficiaries.
This meeting will proceed in the order of sharing internal regulation improvement items derived through corruption impact assessments by the Commission, excellent cases of internal regulation improvements self-discovered by public institutions, and listening to the opinions of policy beneficiaries.
Korea Coal Corporation will introduce a case of internal regulation improvement to eradicate inappropriate personnel practices through the corruption impact assessment.
In the process of selling company housing at the Coal Corporation, an employee who committed false address registration to unjustly receive relocation compensation was only given a 'recommended resignation' by the personnel committee.
Accordingly, the Coal Corporation changed the regulation that previously resolved resignation as a voluntary resignation upon submission of a resignation letter so that voluntary resignation is not recognized in cases of corrupt acts.
Also, the regulation was improved so that cases of disciplinary mitigation or exemption, which previously only went through the personnel committee's review, are disclosed externally through websites and other means.
Busan Port Authority will introduce a case where the regulation was changed to reduce the cancellation penalty fee, which was up to 70% of the contract amount when canceling or terminating the use of the Busan Port International Convention Center facilities, to about half of the previous level and to extend the refund period.
They will also announce a case where about 3.7 billion KRW in rent was waived for a total of 17 terminal tenant companies. These companies have faced difficulties as the number of users of the Busan Port International Passenger Terminal sharply declined due to Japan-Korea trade restrictions and the COVID-19 pandemic.
Busan Transportation Corporation will share a case where the transparency of institution operation was enhanced by removing the chairman’s decision-making authority when the number of votes for and against are equal during committee operations. They will also introduce cases that improved unfair business practices such as abolishing passenger fare refunds and group ticket cancellation fees.
Chairperson Jeon Hyun-hee of the Anti-Corruption and Civil Rights Commission urged in her opening remarks, "Please actively step forward as public officials in public institutions so that 'passive administration is also considered corruption' and proactive administration can take root in the public service."
Chairperson Jeon said, "The excellent cases of internal regulation improvements shared through this meeting will serve as an opportunity to preemptively block wrong business practices or corruption-inducing factors in public institutions closely related to the lives of the people, and to actively discover and improve areas where there are concerns about passive administration."
