Apartment Site Land to Be Supplied to Companies with 'Excellent Design' Instead of by Lottery
[Asia Economy Reporter Chunhee Lee] Korea Land and Housing Corporation (LH) announced on the 17th that it will hold a design competition for six parcels (305,528㎡) in Hwaseong Dongtan 2 and two parcels (97,727㎡) in Paju Unjeong 3.
This competition was prepared to prevent side effects arising from the lottery-based supply method for multi-family housing sites, which caused excessive competition, while promoting building specialization through excellent design proposals, creative urban landscape creation, and realization of social values. In particular, the social value evaluation criteria were expanded to 30%, newly introducing evaluation items such as ▲public contribution ▲corporate ethical management efforts ▲efforts to set reasonable sale prices.
'Public contribution' is mainly evaluated based on interest and efforts for coexistence with the local community. 'Ethical management efforts' assess job creation, fostering excellent corporate culture, and energy-saving practices, while 'efforts to set reasonable sale prices' evaluate whether appropriate sale prices are set to help low-income, non-homeowners secure housing.
Earlier in February, the government announced plans to supplement the limitations of the lottery system and promote building specialization and excellent design by expanding the supply of multi-family housing sites provided by LH through special design competitions. At that time, it was also planned to review design competition target parcels mainly in areas with favorable locations and supply conditions, such as second-phase new towns requiring specialized development.
For the Hwaseong Dongtan 2 district, only consortia composed of 3 to 5 corporations can apply, while for the Paju Unjeong 3 district, single corporations or consortia of up to 3 corporations can apply. Applications are limited to one parcel per company to provide participation opportunities to multiple firms.
Additionally, bonus points will be awarded for participation with small and medium-sized enterprises (SMEs), and if the winning company receives sanctions for poor construction on the supplied land, it will be prohibited from participating in LH’s multi-family housing site design competitions for one year. This also includes provisions for co-growth with SMEs and responsible construction after design.
The competition schedule starts with the announcement on the 17th, application submissions will be accepted until the 5th of next month, and submissions will be received on December 16. LH plans to select the winning designs and sign contracts by the end of the year.

An LH official stated, "Through this competition, we expect to contribute to excellent housing construction and creative urban landscape creation, and to generate positive effects for both residents and local communities through the social contributions of private construction companies."
