Yangcheon-gu Eliminates Complaints Using Security Lights with IoT Technology
Security lights autonomously transmit malfunction reports for administrator handling, enabling prompt complaint resolution... 65% installed and operating locally, 100% installation planned by 2022
[Asia Economy Reporter Park Jong-il] Yangcheon-gu (Mayor Kim Soo-young) announced that it is one step closer to realizing a future city and a green city by establishing a ‘Smart Security Light Management System’ that incorporates Internet of Things (IOT) technology into security lights.
The ‘Smart Security Light Management System’ is a system that applies IoT technology to security lights, enabling remote switching on and off based on location information, real-time monitoring of operational status, and management of malfunction history.
Until now, security light management relied on on-site patrols or resident reports to identify and address malfunctions, which took several days to resolve. Additionally, the lack of accurate location or history information made handling complaints difficult.
The Smart Security Light Management System improves these issues by allowing security lights to transmit malfunction details autonomously, enabling administrators to address problems promptly and thus shortening the response time. Malfunctions are detected and resolved before complaints arise, significantly reducing related complaint rates.
It also allows immediate response to unauthorized removal or damage, preventing administrative and budget waste caused by lost security lights’ electricity fees and full-scale investigations, enabling systematic management of security lights within the area.
Furthermore, since lights can be remotely switched on and off, lighting schedules can be set according to seasonal daylight hours to prevent light pollution and unnecessary energy waste.
An official from the district stated, “As we aimed for zero complaints and zero malfunction rates, related complaints have decreased by 84.5%, and for smart security lights, complaint occurrence and malfunction rates are close to zero,” highlighting a revolutionary reduction in security light-related complaints.
Currently, Yangcheon-gu has a total of 7,365 security lights installed in the area, of which 4,810 have the smart management system installed (about 65%) and are in operation. Installation is planned to reach 84% in 2021 and 100% by 2022.
In addition, Yangcheon-gu is continuously making efforts toward a new smart city. The fine dust notifier installed on security lights, developed and first implemented by Yangcheon-gu, is a system that provides real-time fine dust concentration information and is linked with the smart security light system for immediate management in case of malfunction.
Also, since it utilizes existing security lights, installation costs are significantly lower than other fine dust notifiers.
Along with this, smart projects using security lights continue, such as installing logo projectors displaying messages to prevent illegal dumping, and installing focused lighting to prevent bicycle theft in collaboration with Yangcheon Police Station.
Due to these efforts, Yangcheon-gu has received awards such as the Ministry of the Interior and Safety’s Central Excellent Proposal (Prime Minister’s Commendation) and Seoul City’s Excellent Case for Civil Service Improvement (Encouragement Award), leading smart city projects as a smart city testbed special zone.

Kim Soo-young, Mayor of Yangcheon-gu, stated, “Complaints related to security lights have sharply decreased, and I believe residents’ satisfaction has increased. Going forward, we will utilize the collected data to reflect in regional road lighting design and create landscape lighting using new technologies of the 4th Industrial Revolution to realize a smart city.”
