Jeonnam Provincial Assembly Member Kim Yong-ho Leads the Proposal of the 'Industrial Complex Revitalization Ordinance' to Overcome COVID-19
To Address Quality Job and Investment Shortages, Institutional Support Measures Must Be Expanded Across Industrial Complexes
[Asia Economy Honam Reporting Headquarters Reporter Kim Chunsu] A bill containing institutional support measures at the Jeonnam provincial level to overcome the economic crisis caused by COVID-19, expanding not only to aging industrial complexes but also to industrial complexes in general, has been proposed, drawing attention to whether industrial complex revitalization projects will gain momentum.
On the 1st, Jeonnam Provincial Assembly member Kim Yongho announced, “In response to the times such as promoting the digital New Deal in preparation for the post-COVID era, I have taken the lead in proposing the ‘Jeollanam-do Industrial Complex Revitalization Ordinance’ to transform the structure of industrial complexes into smart factories suitable for the 4th Industrial Revolution.”
The main contents of the ordinance include ▲ the governor’s responsibilities such as promoting the attraction of enterprises and strengthening the competitiveness of resident companies to promote and revitalize industrial complexes ▲ establishing an industrial complex revitalization plan every five years ▲ supporting industrial complex revitalization projects such as the creation and expansion of transportation, residential environment, and convenience facilities ▲ the establishment and functions of the Jeollanam-do Industrial Complex Revitalization Deliberation Committee.
Assembly member Kim pointed out, “As of the end of 2019, the designated area of industrial complexes in Jeonnam was 238,152 thousand square meters, ranking second nationwide, and it produced 100 trillion won annually, accounting for 10.1% of the national total of 991 trillion won, ranking fourth nationwide in scale and sales,” but “in the case of national industrial complexes, which are centered on large corporations in the device industry (petrochemicals, steel), the employment inducement effect is low, with employment accounting for only 3.6% nationwide, ranking 12th nationwide, and there is a shortage of factory sites.”
He emphasized, “Also, among the 31 general industrial complexes, 14 are still undeveloped or under construction, and agricultural and industrial complexes face urgent issues such as small-scale enterprises and poor production structures, requiring urgent measures.”
He further stated, “To strengthen the competitiveness of industrial complexes in the province, it is necessary to establish industrial complex promotion plans and structural advancement plans, designate regional innovation hub industrial complexes, knowledge-based industrial clusters, and aging industrial complex maintenance areas, and provide necessary administrative and financial support.”
He explained the purpose of the ordinance by saying, “Through this, it is hoped that the revitalization of the local economy and employment in the province will be achieved by inducing corporate investment through the reorganization of the industrial complex infrastructure.”
Jeonnam Province plans to timely support the structural advancement of national industrial complexes and the business diversification of investing companies, strengthen the designation of special support areas for local small and medium enterprises and site subsidies for general industrial complexes, and support specialized support for resident companies in agricultural and industrial complexes as well as industry-academia-research cooperation R&D projects.
