Jongno-gu's 'Integrated Civil Complaint Specialist Consultation System' Achieves High Resident Satisfaction
Retired Public Officials with Extensive Administrative Experience and Expertise Provide Guidance on Complex Civil Complaints and Legal Terms... High Satisfaction as Consultations Are Available in One Place Without Visiting Multiple Departments
[Asia Economy Reporter Park Jong-il] Jongno-gu (District Mayor Kim Young-jong) is operating the 'Integrated Civil Complaint Specialist Consultation System,' which allows civil petitioners to consult on civil complaint procedures in one place without having to visit multiple departments, in order to improve the quality of civil complaint services.
Two retired public officials with extensive administrative experience and expertise are working as integrated civil complaint specialists, and a separate consultation room is set up on the first floor of the Jongno-gu Office Annex 1 Comprehensive Civil Complaint Office.
The specialists consult on complex civil complaints that span multiple departments, confirm the responsible departments and officers through consultation with the petitioners, guide the procedures and required documents for handling the complaints, thereby eliminating the inconvenience of petitioners having to visit several departments.
They also explain legal terms, which may be somewhat difficult for ordinary residents to understand, in an easy-to-understand manner, and provide guidance on relief procedures such as administrative appeals and lawsuits, helping residents correctly understand the necessary information.
Residents who wish to consult can visit the integrated civil complaint consultation room on weekdays from 9 a.m. to 6 p.m. (lunch break from 1 p.m. to 2 p.m.), and anyone can receive consultation regardless of whether they reside in Jongno-gu.
Last year, about 390 consultations were conducted through the integrated civil complaint specialist system, covering areas such as construction, housing, and real estate, and about 180 consultations have been conducted as of July this year.
Among the residents using the consultation service, about 36% reside outside the district, and the one-on-one consultation service also results in high satisfaction among petitioners.
Additionally, the district provides a 'One-Stop Business Closure Reporting Service' to eliminate the inconvenience for self-employed individuals who must report business closure separately to the tax office responsible for business registration and the district office responsible for permits and licenses.
With the implementation of the 'One-Stop Business Closure Reporting Service,' business closure reports for business registration and permit/license business closure can be submitted simultaneously at either the district office or the tax office.

When a petitioner visits the district office's Civil Affairs and Passport Division to complete and submit an integrated business closure report, the district office receives it and automatically forwards it to the tax office, enabling closure reports to be processed by both institutions.
District Mayor Kim Young-jong said, “We operate various civil administrative services that consider residents, such as the integrated civil complaint specialist system, one-stop business closure reporting service, and priority counters for socially vulnerable groups. We will continue to actively strive to provide administrative services that enhance residents' convenience and satisfaction.”
