Yeongdeungpo-gu Launches 'Proactive Administration System Website' to Promote Proactive Administrative Culture
Implementation of Proactive Administrative Culture through New Website, Resident Recommendation System, and Education Activation... Expectation to Foster Active and Proactive Public Service Culture through Establishment of Proactive Administration
[Asia Economy Reporter Jong-il Park] Yeongdeungpo-gu (District Mayor Chae Hyun-il) has actively promoted the establishment and spread of a proactive administrative culture by launching the ‘Proactive Administration System Homepage’ in August this year to ensure that civil servants who work diligently receive proper treatment.
Proactive administration refers to actions taken by civil servants who, based on creativity and expertise, avoid repeating routine work practices, seek the best methods to handle tasks, improve unreasonable regulations and procedures on their own, and explore possible solutions, all to actively carry out work for the public interest.
The district manages the performance of each department to discover excellent cases of proactive administration, selects and awards outstanding civil servants who have demonstrated proactive administration, and strives to create an organizational culture that works actively.
Additionally, as part of efforts to implement proactive administration, the district established a proactive administration section within the Public Interest Reporting Center homepage in July.
The ‘Proactive Administration’ section introduces the meaning of the proactive administration system, the currently implemented proactive administration exemption system, pre-consultation, and incentive systems for outstanding proactive civil servants.
There is also a ‘Resident Recommendation for Proactive Civil Servants’ section where residents can directly recommend civil servants who have worked proactively and creatively.
Residents wishing to make a recommendation can access the proactive administration system homepage, download the recommendation form, and submit it via email to the person in charge (bungree76@ydp.go.kr).
Civil servants recommended by departments or residents undergo internal review and, if recognized as outstanding proactive civil servants, receive various incentives and benefits.
Civil servants who actively perform their duties for the public interest without intentional or gross negligence are also entitled to exemption from disadvantageous measures during audits.
Furthermore, in the first half of this year, the district established related ordinances such as the Yeongdeungpo-gu Proactive Administration Operation Ordinance and the Yeongdeungpo-gu Proactive Administration Exemption System Operation Regulation to lay a legal foundation for implementing proactive administration.
The district has also independently formulated an operational plan for proactive administration and is promoting both online and offline training for employees.

Chae Hyun-il, Mayor of Yeongdeungpo-gu, stated, “Our top priority is to ensure that civil servants’ motivation for proactive work is not diminished due to burdens or disadvantages from audits,” and added, “We will strive to spread a public service culture where civil servants who carry out proactive administration with a sense of mission are properly recognized.”
