Gyeonggi-do Type Public Delivery App to Launch This October
[Asia Economy (Suwon) = Reporter Lee Young-gyu] The Gyeonggi-do style public delivery app will be launched in October. This measure aims to resolve the monopoly problem in the delivery platform market and reduce the burden on small business owners.
On the 20th, Gyeonggi-do signed the 'Gyeonggi-do Digital SOC - Public Delivery App Project Agreement' with NHN Payco, Hwaseong, Paju, Osan cities, Munhwa Broadcasting Corporation (MBC), and Gyeonggi-do Corporation at the provincial government situation room to ensure the success of the public delivery platform operation project.
Accordingly, the Gyeonggi-do public delivery app will complete procedures such as app development, merchant recruitment, and pilot operation targeting the three cities of Hwaseong, Paju, and Osan, which were selected through a public contest last month, and will start pilot service in October.
Once the service starts, the existing brokerage fees of 6-13% on private apps will be reduced to the 2% range, and there will be no additional advertising fees, thereby reducing the economic burden on small business owners using delivery apps.
For users, local currency discounts and additional incentives will be provided, creating a win-win structure for both merchants and consumers, which the province expects will also contribute to stabilizing the digital platform market.
Under this agreement, Gyeonggi-do will build the digital platform, and Gyeonggi-do Corporation, together with the NHN Payco consortium selected as the private operator, will be responsible for app development, operation, and marketing.
Hwaseong, Paju, and Osan cities will provide administrative support such as merchant recruitment and registration, while MBC will handle public delivery app promotion.
The province plans to start pilot service in October, actively reflecting the opinions of users and small business owners to improve the delivery app and expand the business area from mainly food and beverage to delivery, lodging, and more.
The service area will also expand to 16 cities and counties next year and to all 31 cities and counties in Gyeonggi-do by 2022.
Gyeonggi-do Governor Lee Jae-myung said, "This is not about public officials running a public app, but about combining public assets with private technology and management capabilities to create an app with public interest elements," adding, "We expect it to expand not only in Gyeonggi-do but also nationwide as a desirable social economy model."

The governor added, "Platforms like delivery apps correspond to SOC in the digital economy era, so their monopolistic status should not be abused," and said, "I hope public and private sectors cooperate well to become a model example of desirable digital SOC."
