Geumcheon-gu Strengthens Safety Management for Demolition and Excavation Works

[Asia Economy Reporter Jong-il Park] Geumcheon-gu (Mayor Yu Seong-hoon) will strengthen safety management at demolition sites and construction sites involving excavation work starting this month to prevent safety accidents occurring at construction sites.
The district has already been conducting regular and occasional inspections for flood and typhoon preparedness, Lunar New Year and Chuseok preparations, large construction sites, and medium and small construction sites, and is also implementing safety management such as pre-education for demolition-related personnel and on-site inspections at demolition sites.
In addition, going forward, the district plans to implement even more rigorous safety management by requiring pre-education for construction-related personnel and on-site inspections after retaining wall construction is completed but before excavation work begins when reporting the start of construction involving excavation of one basement floor or more, not only at demolition sites.
Furthermore, to preemptively block hazards at building demolition sites, the district will strengthen and enforce the ‘Demolition Review’ and ‘Demolition Permit (Report)’ systems.
First, the district will operate the demolition review as a face-to-face review where demolition-related personnel attend and exchange opinions, rather than a written review, and will mandate the designation of a demolition construction supervisor when issuing demolition permits (reports) for safety management.
At this time, for demolition permit target buildings of large scale, the supervisor is required to reside on-site.
Also, during demolition work, experts (construction technicians) pursuant to Article 40 of the Enforcement Decree of the Construction Industry Basic Act will be deployed on-site, and it is mandatory for the site representative to reside and manage the site.
Meanwhile, following the enactment of the ‘Building Management Act’ last April, the district has specified in more detail the contents that must be included in demolition plans and posted them on the district website so that residents including demolition-related personnel can easily access and utilize them.
Mayor Yu Seong-hoon said, “As buildings have recently become more underground and high-rise, the importance of safety management in the fields of building demolition and excavation has increased. Through the announced ‘Strengthened Safety Management Measures for Demolition and Excavation Construction Sites,’ we will actively manage to eradicate safety accidents within Geumcheon-gu.”
