In addition to the suspension of facility operations, the daycare centers were also administratively penalized with a 3-month suspension of the director's qualification and a 2-month suspension of the childcare teachers' qualifications.
At Daycare Center A, it was found that the director and childcare teachers abused eight children by slapping them over 80 times during a three-month period starting from December last year.
At Daycare Center B, two childcare teachers were found to have hit the heads of ten children or thrown food trays over 200 times during a four-month period starting from June last year.
These daycare centers were investigated by the police following complaints from parents and are currently indicted and awaiting trial.
According to city officials, the parents of the abused children were so shocked after watching the child abuse videos that they required treatment for panic disorder.

A city official stated, "We took preemptive administrative action before the court ruling to show our determination to eradicate child abuse at daycare centers," adding, "We understand that two other daycare centers are also under police investigation for similar allegations."
