Jin Joong-kwon: "If you like a plant president, replace the president with a flowerpot"
[Asia Economy Intern Reporter Kang Joo-hee] Former Dongyang University professor Jin Joong-kwon argued on the 27th that "just abolish the Prosecutor General" in response to the recommendation to abolish the Prosecutor General's investigative command authority and personnel opinion rights.
On the 28th, Jin wrote on his Facebook, "A Prosecutor General without command authority or personnel rights. There is nothing particular to do while sitting in that position," expressing this view.
He continued, "If you put a parachute appointment in that position, they will be isolated in the organization anyway, so why leave that position and waste taxes?" and sarcastically added, "How about placing a potted plant in the Prosecutor's Office instead of a Prosecutor General? You like plant generals, don't you?"
Earlier, the Ministry of Justice's Legal and Prosecutorial Reform Committee recommended on the 27th to abolish the Prosecutor General's specific investigative command authority. The recommendation also included prohibiting the Prosecutor General's direct personnel opinion rights and diversifying the appointment of the Prosecutor General.
The Reform Committee recommended that the Minister of Justice give specific investigative commands to the Chief Prosecutors of the High Prosecutors' Offices (Gogeomjang) and distribute investigative command authority among all High Prosecutors' Office chiefs.
If the High Prosecutors' Office chiefs gain investigative command authority, the target of the Minister of Justice's investigative command will change from the Prosecutor General to the High Prosecutors' Office chiefs. Currently, the Minister of Justice can only give investigative commands to the Prosecutor General regarding specific cases.
