Ministry of Land, Infrastructure and Transport Holds Seminar on Innovative Mobility Best Practices
[Asia Economy Reporter Lee Chun-hee] The government will hold a briefing session to promote the spread of excellent cases of innovative mobility. Demand-responsive transportation services utilizing advanced technology and parking sharing projects will be the main cases discussed.
The Ministry of Land, Infrastructure and Transport announced on the 27th that it will hold a briefing session on the 28th afternoon at the Government Sejong Complex to share excellent cases of innovative mobility in the transportation sector, such as demand-responsive transportation services, with local governments and promote them nationwide.
This briefing session was prepared to provide opportunities for all citizens, including those in transportation-disadvantaged areas, to enjoy excellent transportation services by spreading outstanding cases of innovative mobility such as mobility and parking. Related local governments (Geumcheon-gu, Seoul), research institutes (Korea Transport Institute), and service providers (Hyundai Motor Company) will explain excellent cases such as public taxi projects, demand-responsive transportation services 'Shucle' and 'I-MOD', and parking sharing projects.
First, the public taxi project (such as the 100-won taxi), which provides taxi services at minimum fares for residents in areas where public transportation is difficult to use, was analyzed by the Korea Transport Institute's research to generate an annual benefit of approximately 22.5 billion KRW. This is based on 2.14 million users in 50 cities supported by the Ministry of Land, Infrastructure and Transport last year, with direct effects such as reduced travel fares and travel time savings amounting to about 17 billion KRW, and indirect effects such as increased local community consumption expenditure due to increased outings amounting to about 5.5 billion KRW. This is about 1.64 times the project expenditure of 13.7 billion KRW.
At the briefing session, excellent cases from Gyeonggi Paju City, Sejong, and Sinan County in Jeollanam-do will be introduced regarding the operation of stakeholder coordination organizations, securing transparent settlement systems, and linkage with private companies (SKT T-map service) for optimal route selection.

The Shucle service, a large shared taxi providing app-based ride-sharing service, conducted a demonstration project in Eunpyeong New Town, Seoul, for three months from February to May after passing the Information and Communication Technology (ICT) regulatory sandbox in November last year. In the final week, the 12th week, it recorded 2,442 calls, receiving great response from residents.
The I-MOD service is a demand-based autonomous route transportation service using existing bus stops as departure and arrival points. It was selected for the Smart City Challenge project last year and conducted a demonstration project in Yeongjongdo for two months from December last year to January this year. As a result, 9,174 people, about 10.5% of Yeongjongdo’s population, used the service.
In Geumcheon-gu, cases such as the 'Resident Priority Parking Sharing Project,' which shares nearby resident-only on-street parking lots with general residents, and the 'Open Parking Lot Designation System,' which utilizes parking lots affiliated with public institutions as open parking lots, will be shared with other local governments.
Geumcheon-gu plans to further enhance services by installing Internet of Things (IoT) sensors in resident priority parking lots to check real-time parking availability.
The Ministry of Land, Infrastructure and Transport plans to regularize briefing sessions to spread excellent cases in the transportation sector nationwide, starting with this briefing session. If necessary, regional touring briefing sessions will also be promoted to support the dissemination of innovative mobility and parking services.
