Private Experts Enhancing the Prestige of Public Buildings... Ministry of Land, Infrastructure and Transport Publishes Guidebook
[Asia Economy Reporter Moon Jiwon] The National Architecture Policy Committee and the Ministry of Land, Infrastructure and Transport announced on the 27th that they have published the 'Private Expert System (Chief and Public Architects) Guidebook' and distributed it to public institutions nationwide.
According to the Ministry of Land, Infrastructure and Transport, as of December 2018, there are approximately 210,000 public buildings nationwide, increasing by nearly 5,000 buildings annually. However, many issues have been raised, such as uniform or excessive design, supplier-centered planning, and user inconvenience.
The Ministry explained, "There were some shortcomings in the past during the architectural planning process of public buildings," adding, "As a result, frequent design changes led to enormous budget waste and poor quality in design and construction, causing a decline in the quality and dignity of public architecture."
Accordingly, the Ministry decided to improve these issues by introducing a private expert system that can professionally oversee, coordinate, and advise on public architecture-related planning and projects.
As a result of ongoing efforts by the Ministry, as of the 6th, the private expert system has been introduced in 46 out of 243 local governments nationwide (about 19%). Among metropolitan local governments, 11 out of 17 (about 65%) operate the system, and among basic local governments, 35 out of 226 (about 15%) operate it.
A total of 829 private experts have been appointed (35 Chief Architects and 794 Public Architects).
The National Architecture Policy Committee and the Ministry published the private expert system guidebook on this day to help public institutions such as local governments nationwide better understand and actively adopt the private expert system.
