Ministry of Land, Infrastructure and Transport Establishes 'Fair Construction Promotion Team'... Dedicated to Deregulating Business Areas and Improving Employment

The newly established organization plans to promote policies to improve the working conditions of construction workers.
The Ministry of Land, Infrastructure and Transport announced on the 21st that it will establish the "Fair Construction Promotion Team" on the 22nd to intensively promote key policies for innovation in the construction industry and improvement of construction jobs.
As the business area regulations between general and specialized construction industries, which have hindered fair competition in the construction industry, are abolished, a dedicated department will be established to prepare related procedures without delay and ensure early settlement. The abolition of business area regulations will be implemented sequentially from next year for public construction projects and from 2022 for private construction projects.
Along with this, the electronic card system and skilled worker grading system to improve construction jobs are scheduled to be implemented in November this year and May next year, respectively. The electronic card system is a system that mandates the use of electronic cards when entering construction sites to prevent omissions in reporting retirement deductions of construction workers. It will be first implemented at public construction sites with budgets over 10 billion KRW and private construction sites over 30 billion KRW, then gradually expanded by 2024. The skilled worker grading system is a system that systematically classifies construction workers by skill based on criteria such as site experience, qualifications, training, and awards.
The newly established Fair Construction Promotion Team will be responsible for tasks such as establishing mutual performance recognition standards between general and specialized sectors for the stable implementation of the abolition of business area regulations, major industry integration of specialized sectors, improvement of ordering guidelines, as well as introducing and spreading the electronic card system and skilled worker grading system, and improving the treatment of construction workers.
The Ministry of Land, Infrastructure and Transport plans to accelerate detailed tasks for the stable implementation of the abolition of business area regulations, such as pilot project implementation and evaluation, improvement of ordering systems, and major industry integration of specialized construction, taking this dedicated team establishment as an opportunity. It also intends to strengthen cooperation with related organizations such as the Ministry of Employment and Labor, industry, and labor groups regarding the electronic card system and skilled worker grading system, and prepare detailed standards and system utilization plans before the implementation date.
