Gwangjin-gu, Measures for Fire Safety in Basement Floors of Construction Sites Established
Mandatory Installation of 'Basement Worker Status Board' and 'Simple Evacuation Guidance Line'
[Asia Economy Reporter Jongil Park] Gwangjin-gu (District Mayor Kim Seongap) is establishing and implementing safety measures to minimize casualties in the event of a fire in the basement of construction sites.
This measure was prepared to prevent the recurrence of such safety accidents after recent fires in basements caused by welding work at construction sites in other regions resulted in multiple worker fatalities.
First, the district has made it mandatory to install a ‘Basement Work Personnel Status Board’ at all construction site entrances. The building owner must appoint an on-site manager to continuously monitor the status of basement work.
Additionally, the installation of ‘Simple Evacuation Guidance Lines (flashing hoses),’ which was previously applied only to construction sites with a floor area of 150㎡ or more under the Firefighting Facilities Act, will now be applied to all basement construction sites regardless of building size. Previously, small-scale sites were excluded from installing these guidance lines, raising concerns about safety blind spots.
With the implementation of these safety measures, it will be possible to quickly identify the number of workers in the basement through the status board during emergencies, and the evacuation guidance lines are expected to greatly assist workers in self-evacuation and firefighters in understanding rescue routes.
The district plans to make the installation of the ‘Basement Work Personnel Status Board’ and ‘Simple Evacuation Guidance Lines’ a condition for building permits and require building owners to submit a pre-installation confirmation before construction begins to ensure rapid application of these safety measures at construction sites.
Furthermore, the district will conduct site inspections at least once a month to verify whether building owners have actually installed and are operating these safety devices and will continue to manage compliance.
