However, in the monthly job performance evaluation surveys conducted by polling agencies for metropolitan and provincial education superintendents, she has not escaped the lower ranks, raising interest in how Superintendent Kang's image renewal efforts in the second half of her term will manifest.
According to the Daegu Metropolitan Office of Education on the 1st, the Resident Evaluation Panel for the Fulfillment of Superintendent's Campaign Promises (Chairman Lee Sang-gyu) gave high marks at the "2nd Year Anniversary Campaign Fulfillment Status Evaluation Meeting" held on June 30, stating that "the campaign projects are being successfully promoted, and the performance is very excellent."
The resident evaluation panel, officially launched in December last year, consists of 36 Daegu citizens selected through an open recruitment process. The panel held a preliminary evaluation meeting on May 28 and evaluated the fulfillment status of the superintendent's campaign promises through five campaign explanation sessions over about a month by campaign subcommittees.
The Daegu Metropolitan Office of Education Superintendent's campaign promises consist of 5 major strategic tasks, 35 policy tasks, and 81 implementation tasks. Among the 81 implementation tasks, 88.9% were either completed or ongoing projects following completion, and 9.9% were "normally promoted" projects according to the original plan, resulting in an evaluation that 98.8% showed a fulfillment level of "normally promoted" or higher.
In particular, the resident evaluation panel highly rated the performance and field response of projects in the future education sector aimed at fostering students' future competencies in preparation for the advancement into an advanced intelligent information society. Representative examples include classroom instruction improvement projects that the Daegu Metropolitan Office of Education has diligently promoted across all schools, the introduction of the International Baccalaureate (IB) program based on this, software education, and maker education.
Additionally, projects such as the "One Class Two Teachers System" tailored to support students needing learning assistance, the "School Autonomous Evaluation System" which improved school evaluations to allow teachers to focus on educational activities, and the "Career and Academic Advancement Comprehensive System Construction" project according to students' growth stages received high satisfaction ratings in the educational field.
Lee Sang-gyu, chairman of the resident evaluation panel, explained the evaluation on the day, saying, "Despite the difficult times due to COVID-19, the Office of Education is proactively and preemptively promoting policies centered on future education, which is promising," and added, "This is the result of the resident evaluation panel members thoroughly collecting opinions from school sites and carefully examining each campaign project."
Meanwhile, Kang Eun-hee, Daegu Metropolitan Office of Education Superintendent, recorded the lowest score (tied 16th with the Incheon Superintendent) with 37.3% (national average 44.9%) in the job performance evaluation survey conducted by the polling agency Realmeter in May, which surveys 17 metropolitan and provincial heads and education superintendents nationwide monthly. In April, she was ranked 13th with 40.9%, dropping three places. The June evaluation will be announced around the 10th.
