[Asia Economy Reporter Jo In-kyung] The government has decided to reflect the performance of each central administrative agency in responding to the novel coronavirus infection (COVID-19) in this year's government innovation evaluation.
According to the '2020 Central Administrative Agency Government Innovation Evaluation Implementation Plan' announced by the Ministry of the Interior and Safety on the 30th, COVID-19 response performance will be preferentially reflected in evaluation indicators such as proactive administration and public data linkage and sharing.
In addition, efforts and achievements of agencies preparing for the 'post-COVID' era, such as non-face-to-face services and smart work environments, will also be reflected in three indicators including digital-based public service innovation.
The evaluation will cover achievements in public service innovation closely related to citizens' lives, such as linking and integrating services dispersed across various agencies or providing proactive and customized services; achievements that have solved actual social problems based on citizens' ideas; and the introduction and expansion of citizen participation in various fields such as performance evaluations, competitions, and selection for public projects.
To spread and realize social values, the related evaluation score has been expanded from the existing 26 points to 32 points. Regarding balanced personnel management, in addition to women and persons with disabilities who were previously reflected, youth have been added, and the extent to which youth committee members have been expanded in government committees will also be newly evaluated.
Furthermore, the weight of the citizen perception evaluation has been increased from 10 points to 15 points, and the evaluation methods have been diversified to include on-site evaluations and online voting.
The results of the government innovation evaluation will be reflected in the specific evaluation of government work evaluation (10 points), and agencies with outstanding government innovation achievements will be provided with various incentives such as presidential and prime minister commendations and prize money, as well as certification marks for excellent agencies.
