Ulsan City announced on the 29th that it established and began operating the 'Registered Rental Illegal Activity Reporting Center' on the 26th to eradicate illegal activities by registered rental business operators.
According to the city, registered rental business operators have been granted various tax benefits such as acquisition tax, property tax, and capital gains tax, along with public obligations including compliance with the statutory rental period and rent increase limits.
However, there have been continuous criticisms that when tenants or others become aware of illegal activities by registered rental business operators (such as violations of rent increase limits through double contracts and violations of the prohibition on owner residence), there are limited channels to directly report these, which limits the eradication of illegal activities.
The city decided to strengthen the management of registered rental businesses by establishing the Illegal Activity Reporting Center to promptly handle any reported illegal activities related to this matter.
The reporting targets are violations of public obligations by registered rental housing rental business operators.
This includes violations of the rental obligation period (4 or 8 years) such as owner residence or early sale, violations of rent increase limits (within 5%), failure to use the standard lease contract, and failure to report lease contracts.
Reporting is primarily done electronically. However, if electronic reporting is difficult, written (fax) or in-person reports can be made to the Ministry of Land, Infrastructure and Transport or the relevant metropolitan or local government.
Electronic reporting can be done through the websites of the Ministry of Land, Infrastructure and Transport or Ulsan City. Written or in-person reports can be submitted by mail, fax, or direct visit to the Architecture and Housing Division of Ulsan City Hall or the architecture-related departments of district or county offices.
In such cases, the receiving institution forwards the report to the local government with jurisdiction over the rental housing location, which then imposes administrative sanctions such as fines depending on the illegal activity and notifies the reporter of the results.

An official from Ulsan City stated, “Together with the Ministry of Land, Infrastructure and Transport, we will continuously encourage registered rental business operators to comply with their obligations until the public duties of rental business operators are firmly established, to strengthen post-management of registered rental business operators and protection of tenants.”
