View original image[Asia Economy Reporter Han Seung-gon] North Korea, strongly opposing the leaflet (ppira) distribution by North Korean defectors' groups, announced that it has printed 12 million anti-South leaflets and completed preparations for distribution methods, stating it will take action soon.
The Workers' Party's official newspaper, Rodong Sinmun, reported on the front page on the 22nd under the headline "Raging Torrent of Anger, the Entire People's Zeal for Retaliation Against the Enemy," stating, "Publishing and printing institutions at all levels of the Central Committee have printed 12 million various leaflets," and "As of the 22nd, over 3,000 different balloons and various distribution devices and means capable of dispersing deep into South Korea's interior have been prepared."
It continued, "The time for retaliatory punishment is rapidly approaching," warning, "Preparations for the largest-ever anti-enemy leaflet distribution campaign are nearing completion."
The newspaper pointed out, "Dealing with leaflets and filth is such a troublesome and disgusting task that once experienced properly, the habit will be broken," adding, "South Korea must bear it fully."
This is not the first time North Korea has expressed its intention to distribute anti-South leaflets. Earlier on the 20th, the Korean Central News Agency (KCNA) published an article titled "Outburst of Intensified Anti-Enemy Will, Full-Scale Preparations for Large-Scale Anti-South Leaflet Distribution Campaign," stating, "The anger and zeal for retaliation against the trash and traitors who dared to offend our most sacred supreme dignity and insult the entire Korean people beyond endurance are intensifying," and "Our people's retaliatory holy war has moved on to the anti-South leaflet distribution campaign to punish the sinful gang."

It further explained, "Publishing institutions are mass-producing anti-enemy leaflets to indiscriminately cover South Korean officials who have mocked the hopes and expectations of the entire nation contained in the North-South agreements over the past two years with frivolous words."
It added, "Currently, youth students at universities at all levels are fully prepared to launch a large-scale leaflet distribution campaign once the procedures for opening and advancing into the North-South border area are approved."
KCNA shared this information through its internet homepage on the same day, releasing several photos of residents wearing masks while printing and organizing leaflets.
In particular, a photo was released showing a pile of leaflets with a superimposed phrase over a picture of President Moon Jae-in drinking from a cup that reads, "You have eaten it all... even the North-South agreement," with cigarette butts thrown on top.
This photo was also published on page 2 of Rodong Sinmun, the Workers' Party's official newspaper, which is a domestic media outlet viewed by North Korean residents. Previously, on the 17th, North Korea announced a military action plan against South Korea through a statement from the General Staff of the People's Army, predicting a "large-scale anti-enemy leaflet distribution campaign by the people."
In response to North Korea's escalating stance on distributing anti-South leaflets, the South Korean government urged an immediate halt to the leaflet distribution plans. The Ministry of Unification stated in a document titled "Government Position on North Korea's Preparations for Anti-South Leaflet Distribution," released on the 20th, "It is very regrettable that North Korea announced plans for large-scale anti-South defamatory leaflet distribution through media today, and we demand an immediate stop."
The Ministry emphasized, "Such actions by North Korea are a clear violation of inter-Korean agreements and measures that worsen, rather than resolve, the bad practices between the two Koreas. They do not contribute in any way to peace settlement on the Korean Peninsula or the development of inter-Korean relations."
It added, "Our government has declared a strong stance against the distribution of leaflets and materials by some civilian groups toward North Korea, and the government, police, and local governments in border areas are cooperating to thoroughly crack down to completely block any distribution activities."
