Ministry of Foreign Affairs to Issue 'National Technical Qualification Acquisition Certificate' Online Starting from the 29th
[Asia Economy Reporter Lim Cheol-young] From the 29th, the Ministry of Foreign Affairs will implement an online apostille issuance service for the Korean and English versions of the National Technical Qualification Acquisition Confirmation Certificate issued by the Human Resources Development Service of Korea.
After obtaining the confirmation certificate through the Qualification Information System [Q-Net], the certificate can be authenticated on the Ministry of Foreign Affairs e-Apostille website. With the online apostille issuance now available for the National Technical Qualification Acquisition Confirmation Certificate, procedures to prove national technical qualification acquisition for Koreans preparing for overseas employment will be simplified, reducing time and financial burdens.
According to the Ministry of Foreign Affairs, the number of English National Technical Qualification Acquisition Confirmation Certificates issued was 22,439 in 2017, 21,120 in 2018, and 20,079 in 2019. The issuance volume of apostilles and consular confirmations by the Ministry of Foreign Affairs increased annually, with 276,734 in 2017, 299,267 in 2018, and 303,879 in 2019. Among these, the number of e-Apostille issuances accounted for about 7%, with 21,725 cases in 2019.
So far, the Ministry of Foreign Affairs has issued apostille certificates since joining the convention abolishing the requirement for authentication of foreign public documents in 2007 to facilitate the overseas use of domestic official documents. As part of government innovation, since 2016, the Ministry has operated the e-Apostille website, where apostille certificates can be issued online immediately.

An official from the Ministry of Foreign Affairs explained, "Going forward, the Ministry will continue to expand the range of documents eligible for online apostille issuance to improve public services experienced by our citizens."
