Wando-gun Local Ordinances Selected as 'Noteworthy Ordinances' by the Ministry of Government Legislation
[Asia Economy Honam Reporting Headquarters Reporter Choi Kyung-pil] Wando County, Jeollanam-do (Governor Shin Woo-cheol) announced on the 29th that its autonomous ordinance was selected as one of the "Notable Autonomous Ordinance Legislative Consulting Cases for the First Quarter of 2020" announced by the Ministry of Government Legislation and will be disseminated to 243 local governments nationwide.
The Ministry of Government Legislation selected five ordinances with significant ripple effects and applicability common to all local governments among the ordinances that received legislative consulting during the first quarter of this year, based on surveys of local government officials and consultations with the National Council of Governors.
Among them, the "Ordinance on Exchange and Support for Wando County Expatriates" submitted by Wando County was chosen as an excellent case.
The "Ordinance on Exchange and Support for Wando County Expatriates" focuses on strengthening bonds by reconnecting expatriates with their hometown. It addresses the challenges of declining local population and resident income through exchanges with expatriates and related organizations, and support for related projects. Its timeliness and potential as a good model for other local governments facing similar difficulties were cited as reasons for its selection.
The selected cases will be immediately shared and disseminated to all local governments nationwide to serve as useful references when drafting similar ordinances in other local governments.
Additionally, the cases will be included in the "2020 Autonomous Ordinance Legislative Consulting Casebook," scheduled to be published at the end of this year, to provide easy reference for future ordinance drafting.
The legislative consulting system is a support system by the Ministry of Government Legislation that provides legal opinions on whether draft ordinances or amendments proposed by local governments violate higher laws or lack legal grounds for new regulations.

Meanwhile, Wando County was selected as an "Excellent Institution for Utilizing Autonomous Ordinance Legislative Consulting in 2019," and as of 2020, it has completed legislative consulting on 19 autonomous ordinances, utilizing them in legislation and review to improve the quality of autonomous ordinances and enhance trust in legal administration.
