The purpose is to refute the claims of election fraud made by Min Kyung-wook, a member of the United Future Party, through this demonstration. Min has continuously alleged manipulation of early voting. Recently, he raised suspicions of computer manipulation, claiming that Chinese hackers interfered in the general election.
The CEC will hold the "Early Voting and Vote Counting Public Demonstration for the Media" at 2 p.m. in the CEC's main conference room in Gwacheon, Gyeonggi Province.
The CEC will first explain the voting and counting process as well as the security system of the CEC's communication network, including servers. Then, they will showcase the early voting equipment, ballot sorting machines, and vote counting machines used in this election and reveal their internal structures.
Additionally, during the demonstration, assuming 1,000 people vote using ballots listing four district candidates and 35 proportional representation parties, early voting and vote counting will be simulated.

United Future Party lawmaker Min Kyung-wook previously raised suspicions of vote manipulation in the April 15 general election, stating, "The ballot sorting machine contains a communication device and a spectrum sensor capable of reading QR codes (two-dimensional barcodes)." He claimed that the ballot sorting machine was manipulated through the main server.
On the 21st, Min held a press conference at the National Assembly Communication Office, arguing, "Ballots that have been marked must be stored for a certain period" and "They must not be shredded."
Regarding the computer manipulation allegations, he said, "The programmer who schemed the fraudulent election must have felt proud, thinking they had deceived the whole world," adding, "Since it is not something to boast about publicly, they scattered a secret mark only they knew among countless combinations of numbers. We discovered it."
He continued, "After finding the sequence of arranged numbers, decoding it into binary, and adding a zero in front to convert it into characters, the slogan 'FOLLOW_THE_PARTY' appeared," and asked, "Who can calculate the probability of such a character sequence appearing?"
Furthermore, he alleged the possibility of Chinese hacker manipulation, stating, "Examining the fingerprint left by the hacker, it read 'follow the party.' The Chinese Communist Party's slogan is 'Forever with the Party,' and if you remove 'forever,' it becomes 'follow the party.'"
Min said, "A genius hacker created something only they could recognize, like the Da Vinci Code, and someone discovered it," adding, "Besides 'FOLLOW_THE_PARTY,' another English sentence appears. That will also be a major clue to the fraudulent election. I will announce it next time."
On the same day, Min revealed shredded early out-of-district ballots found near a post office in Gyeonggi Province. Among the shredded ballots, some appeared to have ink stamps.
He claimed, "The ballot sorting machine communicates," explaining, "This means it can continuously send the counted votes to a certain place in real time and can also receive commands."

In a post on his Facebook that day, he addressed the part where he mentioned the possibility of being detained, saying, "This is because I heard from my lawyers that I could be called an accomplice or an instigator in relation to the ballot leak."
He added, "Whistleblowers are people who speak out at great personal risk, and society progresses because of such people, so their identity must be protected," and said, "There are types of recipients who can receive whistleblowing reports, and the first on the list is a member of the National Assembly."
He stated, "As a member of the National Assembly, I received the report and disclosed it according to its purpose," adding, "The law protects whistleblowers, and revealing their identity is punishable."
On April 14, Min also held the "April 15 General Election Suspicion Fact-Finding and National Sovereignty Restoration Rally" at the National Assembly Members' Office Building, claiming, "There are early voting proportional representation ballots found in bulk without being marked."
In response, the Central Election Commission said the ballots were leaked from the Guri City Election Commission in Gyeonggi Province and requested an investigation by the Supreme Prosecutors' Office.
The Supreme Prosecutors' Office assigned the case to the Uijeongbu District Prosecutors' Office on the 13th, and the Criminal Division 6 is currently investigating.
Min, who raised suspicions about early voting in the April 15 general election, submitted an evidence preservation application to the Incheon District Court on the 27th of last month.
In response, Judge Ahn Min-young of Civil Division 35 at the Incheon District Court accepted the evidence preservation verification for 17 out of 27 items requested by Min, including ballot boxes, election ballots, and closed-circuit television (CCTV) footage.
An evidence preservation application is a legal procedure to secure evidence in advance before filing a lawsuit.
