Council member Jo Jun-yeol pointed out, "The purpose of implementing one-stop complex civil complaints is to complete the complaint process with a single visit without the complainant having to visit multiple related departments. However, there are cases where prompt complaint processing is not properly carried out due to the absence of responsible personnel or the assignment of new employees lacking sufficient job training," and proposed measures for the prompt processing of one-stop complex civil complaints.

Second, he suggested assigning experienced Grade 7 or higher administrative officers as complex civil complaint handlers and having them work for more than three years, along with considering incentives for the responsible personnel. Lastly, he urged all departments' civil complaint handlers to establish a proactive service attitude, strengthen training for job training and improvement of courteous service, so that residents can trust the administration through prompt complaint processing and proactive administration.
